Project Overview:
The anticipated USAID Empowering Communities – Community Engagement project will reduce mortality and morbidity by strengthening the knowledge, skills, ability, and confidence of individuals, households, and communities to make informed decisions and take action to manage their own health and nutrition; nurturing platforms for communities to effectively identify problems and solutions that impact their health; and improving accountability and how the health system engages with citizens and to offer quality health services.
Empowering Communities – Community Engagement will be under the Empowered Communities for Better Health Project whose ultimate goal is to contribute to the reduction of maternal and child deaths and the burden of infectious disease.
Roles and Responsibilities:
URC is currently seeking a Deputy Chief of Party (DCOP)/ Technical Director to provide technical oversight through provision of vision, direction, and technical implementation of the Empowering Communities – Community Engagement Project. Specific responsibilities include, but are not limited to, the following:
Provide technical leadership and direction, as delegated by the Chief of Party, for project elements – Community Health, MNCH, Nutrition, infectious disease mitigation, M&E, capacity building.
Assist in the coordination of program implementation,
including detailed monthly and quarterly work planning, capacity building, and monitoring.
Ensure administrative, financial, and human resource needs supervision for program activities.
Provide high level coordination and promote partnership and multi-sectoral collaboration with the central government of Ethiopia, USAID, partners and all other stakeholders.
Assume accountability for the achievement of results, ensuring that quality of technical assistance is maintained at the highest standards, and project technical objectives and deliverables are met in a timely manner.
Develop innovative technical strategies for improving impact of the Project.
Ensure timely submission of high-quality plans, reports and other products; Support COP in compiling, editing and formatting program deliverables.
Supervise project team of technical experts, providing technical leadership and guidance to implement high quality programming at all levels of the health system.
Work closely with team to develop and implement technical capacity strengthening plans for Ministry and CSO partners to deliver high quality, effective, sustainable interventions and services.
Engage consultants and technical experts at URC home office strategically to support achievement of the project objectives on a timely manner.
Contribute to learning agenda, assessments and studies, and knowledge management, products.
Assume overall leadership and oversight in the absence of the Chief of Party.
Required Experience & Qualifications
Minimum of a master’s degree in public health, tropical medicine, epidemiology, health management, or related field; MD or PhD preferred.
Minimum of seven years of experience in community health, capacity building, nutrition, and/or MNCH.
Substantial knowledge of the health system in Ethiopia.
Demonstrated leadership capacity to build and lead technical teams.
Demonstrated ability to build and maintain relationships with senior level officials particularly interacting productively, proactively and comfortably with national and subnational government officials and institutions, NGOs, private sector groups, USAID, CSOs, and donor organizations.
Experience in capacity building, staff management and performance monitoring are highly desirable.
Working knowledge of and experience with US Government funded program management, policies, regulations and procedures.
Excellent organizational, analytical, and English oral and written communication skills, including evidence of quality report writing and presentations.
Desired Experience & Qualifications
Considerable experience with USAID-funded health programs.
Experience in M&E.
Demonstrated technical leadership in family health interventions at the community level.
