Project Overview:
The anticipated USAID Empowering Communities – Community Engagement project will reduce mortality and morbidity by strengthening the knowledge, skills, ability, and confidence of individuals, households, and communities to make informed decisions and take action to manage their own health and nutrition; nurturing platforms for communities to effectively identify problems and solutions that impact their health; and improving accountability and how the health system engages with citizens and to offer quality health services.
Empowering Communities – Community Engagement will be under the Empowered Communities for Better Health Project whose ultimate goal is to contribute to the reduction of maternal and child deaths and the burden of infectious disease.
Roles and Responsibilities:
URC is currently seeking a Chief of Party (COP) who will provide the overall strategic direction, technical, administrative and financial oversight, lead program delivery, and provide overall managerial directions for program staff and activities for the anticipated Empowering Communities – Community Engagement project.
The COP will be the primary liaison with USAID and the Government of Ethiopia, as well as with technical partners in Ethiopia. Specific responsibilities include, but are not limited to, the following:
Provide strategic and technical leadership, consortium management, and administration of the program in alignment with the program’s key objectives and expected outcomes.
Provide administrative, programmatic, and managerial oversight to all aspects of the Program to ensure that all interventions are technically sound, appropriate, and executed to
meet USAID performance standards.
Ensure mechanisms are in place to monitor project performance to achieve project goals and objectives.
Lead annual work planning and budgeting cycles. Oversee the effective implementation of project strategies and activities; completion of deliverables; and achievement of outcomes.
Support timely submission of project reports according to agreed deadlines, respond promptly to other ad hoc informational requests by USAID, and report regularly to the USAID Mission to ensure transparency and awareness of program development and implementation, remaining cognizant of issues or challenges as they arise.
Ensure close collaboration with the Ministry of Health at the national, regional, and district levels, USAID, and other key stakeholders, implementing partners, and collaborators.
Serve as a spokesperson and advocate, represent the project to USG, donors, relevant stakeholders, cooperating agencies, and others.
Ensure compliance with USAID/USG rules and organizations, and URC policies.
Ensure monitoring and continuous learning and adaptation of project implementation as indicated by project results and in consultation with USAID and URC home office team.
Ensure documentation and dissemination of findings, impact, innovations and lessons learned.
Maintain close working relationships and partnerships with Chiefs of Party of other implementing partners under the Empowered Communities for Better Health Project, Strengthening Health Systems for Universal Health Care Project, and the USAID/Ethiopia’s Health Systems Strengthening Project.
Recruit and supervise staff to meet evolving project demands, including management of a roster for technical experts with national and international expertise to contribute to the program as required.
Minimum Qualifications:
Required Experience & Qualifications
Minimum of a master’s degree in public health, tropical medicine, epidemiology, health management, or related field; MD or PhD preferred;
Minimum of 10 years of progressively increasing responsibility in a leadership/ management role (such as Country Director, COP, DCOP, or Project or Technical Director) for large, complex health projects in developing countries, with at least 5 years of experience working on health programs in Ethiopia; maternal and child health, infectious disease, nutrition, community engagement; and/or clinical quality;
Demonstrated success in leading organizations and people with diverse backgrounds and skills sets to achieve results;
Demonstrated ability to create and maintain effective working relations with senior Government personnel, international organizations, NGO partners, host country governments, and U.S. Government Agencies; and
Excellent organizational, analytical, and English oral and written communication skills.
Desired Experience & Qualifications
Considerable experience with USAID-funded health programs.
Strong strategic planning and diplomacy skills.
Demonstrated technical leadership in family health interventions at the community level.
