Project Overview:
The 10-year Technical Assistance Marketplace for Health Supply Chain and Pharmaceutical Management (TA Marketplace) Project is part of the Next Generation Global Health Supply Chain Suite of Programs (NextGen).
The TA Marketplace Project will facilitate TA services to strengthen national supply chain systems for better performance and sustainability; provide operational and technical support to increase access to health commodities; and/or improve pharmaceutical management systems, including pharmaceutical services, to ensure health impact is achieved. The prime contractor will be responsible for creating, engaging, managing, and supporting a network of specialist providers who will provide the supply chain and pharmaceutical management TA.
Roles and Responsibilities:
URC is currently seeking a qualified Chief of Party (COP) to provide overall strategic direction and technical, financial, and operational oversight to the TA MarketPlace Project. The position combines technical leadership with management support for Project implementation, TA, and documentation and sharing of results.
S/he will have the primary responsibility of liaising with USAID and other key health and non-health public and private sector stakeholders. As part of overseeing and ensuring successful project implementation, the COP is expected to lead a network of experts who will provide supply chain and pharmaceutical management TA. S/he also is expected to lead the Project’s technical vision and approach along with managing team and consortium members.
S/he also will safeguard the Project’s and URC’s resources by complying with contract terms and conditions, USAID, and all other applicable policies and regulations
for mitigating risks of fraud, waste, and abuse in all aspects of project operations and administration.
Primary responsibilities include but are not limited to:
Responsible for technical leadership and managerial oversight in the design and implementation of Project activities.
Provide overall support during project implementation, including overseeing key personnel, technical project support, and all other sub-contractors.
Provide high level coordination and promote partnership and multi-sectoral collaboration within countries and globally.
Assume accountability for the achievement of results, ensuring that the quality of TA is maintained at the highest standards, and project technical objectives and deliverables are met in a timely manner and are compliant with donor regulations
Develop innovative technical strategies for improving impact of activities.
Ensure timely submission of high quality and comprehensive program reports according to agreed upon deadlines and respond promptly to other informational requests by USAID as needed.
Recruit and supervise staff to meet evolving project demands, including management of a roster of technical experts with national and international expertise to contribute to program needs as required.
Report regularly to USAID to ensure transparency and awareness of Project activities development and implementation, remaining cognizant of problems or issues as they arise.
Ensure effective compliance with USAID/USG rules and regulations, and URC policies and procedures, as well as in-country laws, and regulations.
Serve as a spokesperson and advocate, representing the project to the USG, donors, relevant stakeholders, cooperating agencies, and others.
Engage partners, consultants, and technical experts at URC home office strategically to support achievement of the project objectives in a timely manner.
Minimum Qualifications:
Master’s degree or advanced degree in public health, supply chain management, pharmaceutical management, business administration, or related field.
At least 12 years of progressive work experience, including management of global USAID-funded projects, preferably contracts.
At least 10 years of demonstrated successful leadership experience managing large, complex projects and leading global teams of multi-disciplinary technical specialists, including in virtual settings.
Demonstrated experience managing, tracking, and reporting on work plans, and activities in multiple countries and technical areas, and their associated budgets.
Demonstrated ability to work with others to translate technical materials into practical tools and approaches.
Demonstrated ability to undertake problem analyses to develop creative and innovative approaches to improve program design, implementation, and results reporting.
Demonstrated ability to work in complex environments and manage diverse and substantial teams to deliver impact.
Ability to work under pressure and deliver under tight deadlines on a continual basis.
Strong management, interpersonal, communication, team building, mentoring, and facilitation skills.
Prior experience working with USAID and other international donors and knowledge of USAID/US Government policies, regulations, and procedures.
Proven ability to develop productive working relationships with diverse public and private sector stakeholders, USAID and other donors, implementing partners, and organizations worldwide and effectively coordinate, manage differing priorities and perspectives.
Strong verbal, written, and presentation skills.
Fluency in English (oral and written) is required; fluency in a second language (e.g., French, Spanish, etc.) is desired.
