Peace and Security Cluster For over 20 years, the United Nations Office for Project Services (UNOPS) Peace and Security Cluster (PSC) has provided its largest partner, UNMAS, with interlinked portfolio, Programme and project management services that are reinforced by comprehensive management and oversight controls.
Under this umbrella, the Cluster is responsible for the day-to-day management of UNMAS Field Programmes through a comprehensive approach encompassing areas such as human resources, procurement and contract management, as well as planning, implementation and risk management, that is supported by cross-cutting initiatives that include knowledge and information management, and gender, diversity and inclusion.
This comprehensive delivery platform is implemented according to client requirements and in line with UNOPS rules and regulations through the leadership of the Cluster Director, who has the overall authority and accountability for the performance of PSC on behalf of its clients.
Background Information - Job-specific
Recent assessments indicate widespread explosive ordnance contamination in Northern Ethiopia, especially in areas that have seen intense fighting.
While the full extent and impact of the contamination is yet to be established, the fighting is believed to have contaminated vast swathes of land with explosive remnants of war (ERW).
Moreover, explosive remnants of war (ERW) continue affecting the life of civilians, including several children, in recent months.
ERW is spread across residential areas and internally displaced persons sites, in communal locations and amongst rubble, posing an immediate risk to life, the delivery of humanitarian aid, inhibiting safe movement, and preventing access to basic services.
The project aims to reduce the immediate and long-term impact of explosive ordnance on civilians and humanitarian operations in northern Ethiopia through coordination and explosive ordnance risk education.
As lead of the mine action area of responsibility, ensuring MA contributes to improving the safety of at-risk communities by establishing a humanitarian mine action sector, capable of effectively delivering on the objectives of the Humanitarian Response Plan.
The Mine Action Response Programme defines and implements specific activities in accordance with emerging humanitarian needs and through needs-based prioritization, involving an analysis of the explosive ordnance threat, IDPs movement, survey data, and the wider humanitarian response.
Functional Responsibilities
Under the direct supervision of Operations/Quality Assurance Officer, the Information Technology( ICT ) Senior Analyst will perform the following duties:
Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues;
Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring indicators for new trends to measure performance and continued effectiveness of assigned systems, etc.
Gather and analyze data from a broad range of existing data sources;
Prepare dashboards and visualizations to
present data in a meaningful and clear manner;
Assist teams with defining and fine-tuning business processes by leveraging data-related industry best practices;
Support in developing data management policies, SOPs/advisories and processes required to support the collection, management and sharing of data;
Process, clean, and verify the integrity of data used for analysis;
Develop database views to expose data to visualization tools;
Develop technical documentation and training materials;
Assist with the maintenance of spatial baseline and operational datasets by following relevant standards;
Assist with the production and updating of high-quality map products and maintain a repository of spatial data and geodatabases;
Perform other duties as required by the supervisors.
Education/Experience/Language requirements
Education
An Advanced University degree (master degree or equivalent) combined with two (2) years of relevant experience OR
A First level University degree (bachelor degree or equivalent) combined with four (4) years of relevant experience is required.
Experience
Relevant experience is defined as experience in information management, information systems, data management, data analysis, data visualization, data warehouse design or a related field.
Language
Fluency in English (writing, speaking, reading) is required
