Access to basic services is essential to poverty alleviation. Better access leads to more efficient agricultural production, better market opportunities, diversification of rural economics and general improvement of living conditions is seen due to increased access to essential services like hospitals and schools.
UNOPS East Africa Hub is supporting Word Food Programme (WFP) and the Government of Uganda (Central and District) in understanding South Western and Karamoja Regions Road Network and Infrastructure by conducting an assessment: Rural Access to Basic Social Services using Evidence Based Decisions tools for Optimal Investments and Attainment of the SDGs.
In order to provide access to services for host communities or displaced/refugee or marginalized vulnerable populations, it is imperative that a comprehensive knowledge of the existing network, its bottlenecks, its used infrastructure and choke points are analysed and understood in order to provide smart and relevant connectivity solutions and to identify and prioritize development needs and ultimately optimize investments based on evidence.
This comprehensive knowledge must be coupled with accessibility to other infrastructure and social services (School, Hospitals, Markets.. etc) to understand the services available to these populations. Knowledge and infrastructure will be express on maps.
Functional Responsibilities
The GIS and Mapping Assistant working under
Assessment and GIS Expert, will be required to undertake the following tasks and responsibilities:-
Assist the UNOPS Assessment and GIS expert to produce a clear and transparent georeferenced information database and maps;
Assist in verification and recording of all field data from surveyors; manage data related to road network, services and infrastructures (health, schools, market, water points, and other social facilities)
Assist in gathering, integrating existing spatial data, determining how best the information can be displayed using GIS and in producing map template;
Assist in analyzing data with spatial analysis for the accessibility and infrastructures mapping undertaken (analysis of satellite image, production of list of GPS coordinate for the villages, facilities, critical points etc)
Assist in making the Rural Access Index calculation, in producing and printing maps following the instruction of the Assessment and GIS expert
Assist in monitoring and evaluation of assessments;

Education
Secondary education is required ;
Relevant professional diploma or Bachelor's degree in Geographic Information Systems (GIS), Information management, Computer Science or any related area may be accepted in lieu of relevant years of experience (respectively).
Experience
Secondary education completed and a minimum of 5 years’ experience in Geospatial, spatial analysis and mapping is required;
Experience in use on android smartphone and its apps, computer software or its equivalent is desired;
Experience in collecting electronic Geomapping data and in using tools in a multi-faceted program as well as using Management Information Systems (MIS) is required;
Experience in field collection is desired;
Skills in Geospatial/ terrain analysis, Geographic Information System, ArcGIS,Spatial and Geographical database acknowledgement are essential;
Previous UN/NGO experience is an asset
