UNOPS Assessment Surveyor (Retainer) Jobs in Uganda

Surveyor will provide evidence based data for GIS officer from the Uganda Country.


This data will allow us to understand accessibility to social services:

The data will be used for Rural Access Index calculation (methodology to analyse the access to the road networks developed by the World Bank);

  • The data will be used to understand condition and accessibility of the road network and social infrastructure;
  • The data will be a collection of critical points, information on infrastructure conditions and functionality;

    Functional Responsibilities

    The position of Assessment Surveyor encompasses the following major functions:-

  • Collect data on roads and social services infrastructures that help us understand the accessibility;
  • Have to understand the population dynamics and movement;
  • Develop an overview of the level of access to social infrastructure and the services they provide;
  • Analyse the functionality of the infrastructure (road and social services);
  • Conduct training for the local District engineers;


    This exercise will be useful to:

  • Demonstrate the distribution of social service delivery points within the determined area with a focus on facilities (health, education, markets, and other social services)
    Understand the routes to access to services;
  • Provide the rationale for evidence-based planning and resource allocation by Area/County governments and partners,
  • Understand the local potential for growth and development,
  • Serve as an advocacy tool for results based programming and investment,
  • Develop a tool to measure the impact of the interventions.

    Specific Outputs

    Field Surveys according to given plan

  • The surveyor will be expected to conduct field surveys in the designated counties with a local assigned district engineer;

    The survey will consist of:

  • Interviewing local people to get their main concern about accessibility and facilities (water point, school, market, health facilities);
  • Taking georeferenced photos of the road critical points (Elements that make the road difficult to use (like water path, mud surface, river, drainage problems, etc)
  • Taking georeferenced photos of the facilities (exterior, interior) - a minimum of 2 per room and 4 for exteriors;
  • Filling the forms designed for the facilities or infrastructures (1 form per facilities)
  • Recording the trace (GPX), the route she/he has taken2. Data input and report writing data input and report writing 2. Data input and report writing
  • The surveyor will be expected to enter the data into the defined format in Excel file for analysis and reporting for each county:
  • Excel file for the list of critical points for a section of road
  • Excel file for all villages and cities encountered
  • Excel file with all the facilities with their name, type, conditions
  • The surveyor will make a sheet on each section of road visited
  • This sheet will have a map with all criticals points represented for the given section of road
  • A map with all critical points will be created
  • The best photo of each critical point will be on the side of the map (see attached example)
  • The surveyor will make a sheet for each facility visited
  • A small table will be given on the top explaining the capacity, condition, and usage
  • 5 lines description of the facilities
  • List of photos confirming the explanation before
  • The surveyor will provide a training report concerning the district engineers;

    Monitoring and Progress Controls

  • The Surveyor will get a brief training on what is to be expected and the guidelines that need to be followed during the course of the information gathering session.
  • The Surveryor will get 2 days training on the field with the Assessment specialist.
  • The Surveyor will need to organize a travel plan according to the initial plan given – including contact details of persons who they are to meet.
  • The Surveyor will report progress of the assessment to the UNOPS Assessment Specialist at the end of each day by mail or telephone from the field assignment.
  • Electronic data such as GPX, photos from the phone will have to be uploaded on a daily basis.

    Deliverables


  • One progress report every week according to travel plan for the days in the field in their respective locations.
  • A table expressing activities per day
  • List of photos per days
  • Trace of the day: Complete and well documented Excel files with general observations of:

  • A classification of the
    roads and infrastructures of districts visited
  • A list of photos per day of infrastructure visited, classified by type of infrastructure
  • Excel file with all roads critical points per District visited
  • Summary of the type of critical points per District visited
  • Excel file for all facilities per Districts visited
  • Excel file of all Villages and Cities visited per district
  • Excel file with the matrix distance between 2 infrastructures
  • Excel file with the matrix distance and time between health dispensary and hospitals


    Education


  • Secondary education is required ;
    Relevant professional diploma or Bachelor's degree in Engineering, Information Management, Geographic Information Systems (GIS), computer sciences or any related area may be accepted in lieu of relevant years of experience (respectively).


    Experience

  • Secondary education completed and a minimum of 4 years’ experience in surveying with GPS and/ or USING Geospatial applications is required;
  • Experience in use on android smartphone and its apps, computer software is required;
  • Experience in Mapping and cartographic concepts is desired;
  • Skills in GPS and surveying, Geospatial Information application and Data collection, validation and reporting, are required;

    Languages

  • Fluency in written and oral English required
