Org. Setting and ReportingThe United Nations Office at Nairobi (UNON) is the UN Headquarters in Africa and the representative office of the Secretary-General. We support programme implementation of the United Nations Environment Programme (UNEP) and the UN Human Settlements Programme (UN-HABITAT) globally, as well as the global Resident Coordinator System and other UN offices in Kenya, by providing Administrative, conference, Security and information services (www.unon.org).
The post advertised is located in the Department of Security and Safety Service (DSS) at the Nairobi duty station. The United Nations Security and Safety Service (SSS) is responsible for providing security to delegates, staff, visiting dignitaries and other visitors.
Under the overall command of the Chief and Deputy Chief of Service, the Security Inspector is required to perform armed security functions and reports directly to the Assistant Chief or supervising officer. All duties are performed in uniform however at times the Inspector may be required to perform duties in civilian clothes. Within delegated authority, Inspector may be responsible for the following duties:
ResponsibilitiesConsults with and advises the Assistant Chief of all matters and activities of concern planned or taking place within the UN complex.
Advises and makes recommendations in the formulation of goals and objectives of the Service.
Ensures that the established goals and objectives are accomplished in accordance with prescribed priorities, time limitations and financial conditions.
Manages all responsibilities in assigned area.
Recommends and advises on matters concerning the organization and management of the activities of his/her assigned responsibilities.
Determines work schedules and make adjustments thereto in light of changing requirements, plans coverage for special events, VIP visits in consultation with the Assistant Chief of the Service, officials of Secretariat departments and external security representatives.
Supervises subordinate supervisory personnel and oversees the performance of all other staff under command.
Conducts regular briefings with supervisory personnel under command.
Counsels and coaches staff as required.
Ensures that all posts are properly and effectively supervised and staffed by making adjustments in light of operational requirements.
Assures the availability of all relevant resources to carry out the duties and responsibilities of the section/unit.
Reviews the recommendations of subordinate supervisors on candidates for recruitment and selection of staff for higher level positions and lateral reassignments and prepares final recommendations for approval by the Chief of Service.
Ensures that all incidents and complaints reported are effectively addressed and appropriate measures are taken to curtail reoccurrences.
Assumes command of emergency or heightened security situations until properly relieved.
Assists in the preparation of budget proposals and performance reports.
Manages and processes overtime and attendance of personnel under command.
Assists with the collection and analysis of data as well as preparation of data presentations and reports
for information sharing, responding to queries, knowledge management, planning and decision making.
Assists with visualizations and updating information material such as web pages or brochures.
Performs all other related duties as required.
Competencies
Professionalism: Knowledge of United Nations Security policies, procedures and practices. Demonstrated sound judgment in applying United Nations Security policies, procedures and practices and in applying technical expertise to resolve a range of protection management issues/problems. Ability to supervise, lead, motivate officers under command as well as manage and evaluate performance of officers under command.
Communication: Speaks and writes clearly and effectively. Listens to others, correctly interprets messages from others and responds appropriately. Asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience. Demonstrates openness in sharing information and keeping people informed.
Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view. Establishes and maintains productive partnerships with clients by gaining their trust and respect. Identifies clients’ needs and matches them to appropriate solutions. Monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems.
Education
Completion of high school diploma or equivalent is required.
Additional security or military training is required. Must have passed the United Nations Security Officer Test (SOT).
Work Experience
A minimum of ten (10) years work experience in areas of security management including investigation, physical security, personal protection, strategic and operational planning and fire prevention is required. The minimum years of relevant experience is reduced by two years for candidates who possess a first-level University degree.
A minimum three (3) years' work experience in the National Police Force or Military Service is required.
Experience in areas of security management including suppression, emergency medical and hazardous material response, video imaging badge systems and methods of instruction or related area is desirable.
One (1) year or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
