Terms of Reference
Grassroots Level Peace Process Adviser, National Consultant
The signing of a revitalized peace agreement by the parties to the conflict and reconstitution of the government of national unity signals increased space and opportunities to advance reconciliation between the conflicting communities at subnational level.
The subnational peace is vital to complement and sustain the national peace process as the communal conflicts are amenable to be exploited by political elites for their political vested interests.
Mobilization of the communities for peace and reconciliation would put pressure on political elites to pursue a genuine peace agenda.
Further, strengthening the nexus between sub-national reconciliation with national peace process will complement the implementation of the revitalized peace agreement and more broadly the national reconciliation agenda.
