OverviewURC seeks to recruit a PFM Specialist for the USAID Uganda Health Activity (UHA), a five-year program. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions.
The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, and facility-level WASH services as well as health systems at the regional-, district-, facility-, and community-levels.
Under the supervision of the PFM Advisor, the PFM Specialist will work with regional referral hospitals (RRH) and District Health Management Teams (DHMT), and health facilities to promote and strengthen their capacity in PFM processes.
The specialist will contribute to strengthening the RRHs, DHMTs, and health facilities in planning for and utilization of financial resources key among which is the Primary Health Care (PHC) grant and results-based financing payments:
ResponsibilitiesBuild capacity of RRH staff and DHMTs to perform transparent and accountable public financial management, financial reporting, budgetary controls, monitoring, and internal control system.
Support and mentor RRH staff, DHMT, and health facilities to ensure that the internal controls provide an appropriate level of financial accountability and compliance with, Ministry of Finance Planning and Economic Development (MOFPED), Ministry of Health (MOH), and donors’ financial requirements.
Support and strengthen RRH, DHMT and health facility capacity for proper and timely budgetary formulation and implementation including support to determine whether the necessary financial management and procurement competencies are in place, review job descriptions to make sure that they are included.
Lead in all technical aspects of the PFM TA activity working closely with USAID UHSS project leadership, MOH, Ministry of Local Government (MOLG) and MOFPED.
Work closely with the key USAID country stakeholders to provide direct technical PFM assistance to the applicable government entities
Plan for TA activities (trainings, workshops, etc.) to address identified gaps to strengthen the financial coordination and management systems for funding in the region.
Support the RRH, districts, and health facilities to improve their procurement function.
Build capacity of RRH, districts, and health facilities in contracts management to ensure compliance to the PPDA Act and regulations during procurement planning and execution.
Participate in work planning, periodic review, strategy meetings convened by RRH, USAID and IPs towards capacity building of the RRH and districts.
Reducing the lead time for payments to established standards; and improved payments records management to meet GoU and donor standards with attention on adequacy, access, and retrieval of supporting documents.
Support the RRH and districts in transitioning from manual to automated systems like IFMS and PBS.
As needed, provide guidance and inputs into the development of annual work plans, budget estimates, recruitment plans, procurement plans and other relevant GOU budget supporting documentation.
Participate in MoH budget framework paper workshops/meetings and ensure budget estimates are comprehensively captured, as needed, support the quarterly expenditure limit and warranting processes for GOU financing recipients.
Liaise with the Division
of Accounts and the Office of the Account General regarding GOU releases to MOH and on ward remittances to the RRHs and local governments.
Assisting in the analysis of budget performance monitoring reports for GOU resources.
Produce comprehensive quarterly and semi-annual reports on RRH and DLG financial performance, development of project reports, technical materials, or other documentation, as needed.
Any other duties as may be assigned from time to time.
Knowledge Skills and Abilities
Ability to perform sophisticated analysis of management controls and capabilities of partner/beneficiary organizations;
Ability to evaluate financial aspects of activities and programs, institutional capacities and capabilities;
Ability to present results and recommendations to a broad audience, both orally and in writing.
Exceptional verbal communication skills to be able to explain and interpret GoU attitudes, priorities and concerns to USAID officials, and to negotiate the timely and proper implementation of corrective action plans with appropriate GoU organizations and/or USAID implementing partners;
Excellent interpersonal skills are required, as the advisor will frequently be working with the officials and staff of the host government, contractors, grantees, and others who may be unfamiliar with USAID’s programming and budgeting process;
Excellent writing skills with attention to detail to prepare regular status reports and review documents prior to submission to USAID; and
Ability to work effectively in a team environment, and to achieve consensus on policy, program/project, and administrative matters to support in the progressive implementation of the capacity building and corrective action plans
A thorough knowledge and understanding of generally accepted accounting principles (GAAP) and generally accepted auditing standards (GAAS); principles and accepted practices of Ugandan governmental and business institutions with regards to finance, accounting, budgeting, and reporting; as well as governmental and not-for-profit accounting, budgeting and reporting;
In-depth professional-level knowledge of development principles, concepts, and practices, especially as they relate to performing audits of development programs and projects; and,
Knowledge of Public Financial Management systems, Committee of Sponsoring Organizations Internal Control Framework, International auditing standards and related areas.
Qualifications
Bachelor’s degree in a required field (e.g., BBA, Accounting, Statistics) or related field
Additional professional certification from (ACCA, AICPA, CIMA, and CPA) will be an added advantage.
Five years of work experience in the required work area
Previous experience working with USAID programs is an added advantage.
Excellent communications and writing ability in English
Demonstrated interpersonal skills with senior level personnel.
Experience living and working in Karamoja
Proficiency in Ngakarimojong language
