The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school.

It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.

Organizational Context

This job is located in Addis Ababa Country Office. The job holder will fill the position of Policy Officer.

Job Purpose

The Policy Officer will report directly to the Country Director (CD), providing support in a range of analytical areas, working closely with the Special Assistant to the CD.

Accountabilities

  • Applying appropriate statistical principles, identifying, analysing, and interpreting trends or patterns in complex datasets;
  • Identifying, acquiring, loading, cleaning and managing data through tailored spreadsheets, templates, and databases to be used in policy and investment analysis and publication;
  • Developing graphs, reports, maps, and presentations of data and analytical results for presentation and distribution;
  • In collaboration with others, creating and implementing web-based and non-web-based surveys and conducting analysis with programmatic and policy implications;
  • Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained;
  • Research and analyse a range of policy and operational issues to support management decision making in policies, programmes and activities;
  • Carry out any other tasks as assigned by the CD;
  • Position Duration: One year with possibility of extension

    Job Requirements

    Standard Minimum Academic Qualifications:

  • Education: A post-graduate degree in Agricultural Economics, Economics, Development Studies, International Development, Business (strategic analysis focus), or related fields.

  • Experience: Minimum of five (5) years of experience in quantitative econometric analysis and modelling based on in-depth data analysis and data integration; Demonstrated experience in food and agricultural policy research, with a particular emphasis on food assistance

    Knowledge & Skills:

  • Exceptional communication especially in the English language and organizational skills with a team orientation and strong collaborative ability;
  • Excellent understanding of national and UN institutional frameworks;
  • Strong project management skills, personal time management skills, and attention to detail;
  • Problem-Solving Skills – Helpful in meeting requests for information from funders and partners, as well as in strategizing to meet unit and agency achievements;
  • Advanced knowledge of Microsoft Office (Excel, PowerPoint, Access);
  • Demonstrated experience in developing and employing modelling techniques using quantitative software programs such as Excel, STATA, SPSS, GAMS, or other data analysis and dynamic optimization computing tools;
  • Basic knowledge of GIS tools or data (e.g. ArcGIS) and relational databases (e.g. SQL Server - Spatial) is an advantage.
  • Language: Fluency (level C) in English language. Other UN languages are a plus, though not required. Ability to communicate and translate fluently between English and another official UN language is highly desirable.
