embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Volunteers promote volunteerism through their action and conduct.

Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community.

This will make the time they spend as UN Volunteers even more rewarding and productive.

Living Conditions

The incumbent will find his/her own housing arrangements in Nairobi.

Nairobi is a modern metropolitan
city where most basic goods and services are available locally at reasonable cost.

The city is at a high
altitude, with sunny days and cooler nights.

There is a short rainy season before Christmas, and longer rains fall from March to May.

November to February is generally warm. No need for central heating, however warm clothes are necessary during the rainy season.

There are several transportation options in
Nairobi, including taxis, buses, mini-buses, and mobile applications for transport.

Public healthcare in Nairobi is generally subpar, but there are private healthcare options that are of better quality.

The city is widely connected through Jomo Kenyatta International Airport and the smaller Wilson Airport.

Organizational Context & Project Description

The Kenya National Bureau of Statistics is preparing for the implementation of 2019 KPHC in August 2019.

The overall goal of the 2019 Kenya Population and Housing Census is to provide the Government and other stakeholders with up-to-date data on the population, in terms of demographic, social and economic characteristics, as well as housing conditions and household amenities.

Accurate and up-to-date census
data will enable the government and other organizations make well informed policies, budgeting and development plans.

The census will be implemented under the 2020 round of censuses by the United Nations where
countries are encouraged to adopt use of mobile technology in data collection during cartographic
mapping and actual census enumeration.

In line with this, KNBS has adopted technology in cartographic mapping and is planning to use the same during the actual census enumeration in August, 2019.

Use of technology is expected to produce the results faster than ever before and also help in addressing some of the challenges that were faced during the last census such as inaccurate census maps and faint marks which were hard to be recognized by the scanners.

The Bureau is therefore seeking for an expert
to provide technical assistance in digital mapping.

The immediate technical assistance needed cuts across the census processes because it will help in finalizing the census project proposal.

The Technical Advisor (TA) will be expected to provide Technical Assistance to the Bureau on all aspects of the 2019 Census Cartographic /GIS operations.

The Bureau has decided on the methodology and
developed census cartographic/GIS mapping instruments that requires to be reviewed.

The advisor will, therefore, review the methodology and the instruments and provide technical advice on areas of improvements

Under the direct supervision of the Cartography/GIS section and census secretariat for the 2019 Census the national UN Volunteer will undertake the following tasks:

  • Review the 2019 Cartographic mapping Methodology and instruments;
  • Update the mapping manuals and training materials
  • Reviewing mapping work flow
  • Assist in the field to improve on the mapping script
  • Review
    Field and office data management controls to ensure data security
  • Advise on configuration of the spatial database enterprise (SDE)
  • Review design of the EA map
  • Review professional training for staff and train staff on relevant ArcGIS extensions Geo -fencing spatial analysis, Use of Grids etc.
  • Provide guidance in uploading all EA maps to mobile devices
  • Review the Architect of the 2019 KPHC Geospatial database
  • Integrate Relevant data sets with the 2019 KPHC Geospatial data base
  • Generate the socio-economic indicators for 2019 KPHC
  • Advice on census data archiving and dissemination of the 2019 Geospatial products
    Furthermore, UN Volunteers are required to:-
  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country

    New 2019 indicator maps and atlases.

  • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing
    Partners (IPs);

    Qualifications/Requirements

    Education - Additional Comments

  • Masters degree in any of the following disciplines: Geomatics; Geo-spatial Engineering; Geomatics
  • Engineering; Geospatial Information System; Technology in Geographic Information, Geospatial
    information Science;
  • Technology in Geomatics; Geography and Environmental Studies;
  • Sustainable Urban Development;
  • Geospatial Information Systems and Remote Sensing or any other equivalent
    qualification from a recognized institution
  • Experience Remark
  • At least 4 years’ experience in the area of Cartography.
  • Experience in working with cartographic
  • Mapping and geo-spatial databases.
  • Experience in geo-spatial data analysis.
  • Ability to work well in a team environment and under tight deadlines
  • Excellent communication skills.
  • Ability to take initiatives and work independently.

    Supervision, induction and duty of care of UN Volunteers
  • Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment;
  • Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity;
  • Structured guidance, mentoring and coaching by a supervisor including a clear work plan and
    performance appraisal;
  • Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity email address;
  • Access to shared host entity corporate knowledge, training and learning;
  • Inclusion of the volunteer in emergency procedures such as evacuations;
  • Leave management;
  • DSA for official travel, when applicable;
  • All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
