United Nations Programme Management Officer, P3 Vacancies in Kenya
Posting Period: 07 June 2017 - 06 July 2017Contribute to UN Environment's climate change enabling activities portfolio strategy;
Identify and develop new portfolio of new climate change concepts and project proposals based on the expressed needs of countries and relevant intergovernmental decisions
Discuss and clear such concepts with the Senior Programme Officer;
Consult with UN Environment's divisions and regional offices as necessary;
Present and defend concepts at the Concept Review Clearance and projects at the Project Review Committee;
Address UN Environment, the GEF Secretariat and Scientific and Technical Advisory Panel reviews and ensures that recommendations are considered in further project development by the executing agency;
Work with the Fund Management Officer to internalize project preparation grants and project documents upon the GEF's approval;
Education
Advanced university degree (Master’s degree or equivalent) in Engineering, Environment, Statistical Modelling, Energy or related area. A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree.
Work Experience
A minimum of five years of relevant work experience with National Communications, Biennial Update Reports and National Determined Contributions.
Experience in sourcing and developing new concepts and projects, mobilizing funds and supervising an existing portfolio of projects especially in Least Developing Countries is an asset .Experience IN the negotiation process is an added advantage.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other official UN languages is desirable.

United Nations Senior Programme Officer, Human Settlements, P5 Vacancies in Kenya

Supervise and guide overall delivery and performance of the Unit team.
Ensure timely and accurate reporting.
Develop products and services on cities and climate change.
Provide support in the design and development of partnership instruments for the Cities and Climate Change Initiative (CCCI) and Low Emission Urban Development Strategies (Urban LEDS) initiative.
Support the development of national and local level action plans for mainstreaming climate change mitigation and adaptation.
Provide necessary technical inputs towards the design and implementation of demonstration projects on mitigation and adaptation to climate change.
Provide the required technical support towards the design and development of advocacy materials and activities in the selected countries and cities.
Education
An advanced university degree (Masters degree or equivalent) in social sciences, urban planning and/or any relevant academic discipline related to human settlements development, with a particular emphasis on planning and management issues related to human settlements.
A first university degree with combination of 2 years professional and academic qualifications may be accepted in lieu of the advanced degree. Contemporary understanding of information technology including digital media.
Work Experience
At least 10 years of substantive professional experience is required, including 4 years at the international level dealing with urban development planning or project management.
Relevant experience in developing countries gained in various continents is desirable. Good understanding of urban social dynamics and urban governance systems in developing countries as well as linkages between urbanization and climate change is desirable.
Experience in working in large multi-cultural environments with proven experience in human settlements development fields, project design and implementation with the United Nations or other International Agencies is an asset.

United Nations Associate Finance Officer, P2 Vacancies in Kenya

Responsibilities
Forecast consolidated financial requirements of work area;
Monitor consolidated budget and project implementation ensuring full liquidity at all times;
Oversee recognition of revenue of the organization in line with UN rules and regulations, particularly International Public Sector Accounting Standards (IPSAS).
Participate in the formulation of policies, guidelines and strategies related to the financial and administrative components;
Provide support with respect to resource requirements for the budget submissions by reviewing, analyzing and providing inputs into finalization of budgets and financial implications;
Monitor and report on quarterly basis on reconciliation of all project and fund balance on the financial systems in line with the donor agreements and initiate necessary adjustments;
Education
A first-level university degree in accounting, finance, business or public administration or related area, is required. Additional certification in Accounting is desirable.
Work Experience
A minimum of two (2) years of progressively responsible experience in accounting, finance, administration, budget, business administration or related area, is required.
Working experience with an accounting module like Enterprise Resource Platform (ERP) system e.g. SAP, is an advantage. Experience in implementation of Accounting Standards, including IPSAS, is highly desirable.

Responsibilities
Manage designated programmes and projects as Budget and Finance officer, certifies that proposed commitments, cash allocations and disbursements
Manage European Commission (EC) funding umbrella's and Green Climate Fund (GCF) resource flow
Support and facilitate preparation and approval of projects
Facilitate the approval of projects and revisions within UN Environment;
Coordinate and facilitate the necessary administrative measures required after project / revision approval.
Education
Advanced university degree (Master's degree or equivalent) in business administration, management, economics or a related field.
A first-level university degree in combination with two additional qualifying experiences may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in project or Programme Management, Finance, Administration or related area is required.
Work experience with an international organization(s) with progressive responsibilities and with the Experience with an international donor funding for environmental activities is desirable, experience with the United Nations knowledge of the UN Environment programming and management structure is an asset.
