Org. Setting and Reporting

This position is located in the Triangular Partnership Project (TPP), Support Partnerships Service (SPS), Division of Special Activities (DSA), Department of Operational Support (DOS), based in Nairobi, Kenya.

DOS was established to provide operational support to entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

DSA oversees a range of specialized or cross-cutting operational capacities. A large part of its responsibilities is to support start-up, surge, transition and liquidation requirements and to exercise authority on behalf of entities to which authority has not been granted owing to a lack of capacity or from which authority has been temporarily withdrawn.

SPS coordinates and maintains bilateral and trilateral relationships with key partners, such as regional organizations, other United Nations actors and governments, for the receipt or provision of operational support from or to Secretariat entities.

The TPP is one of the outcomes of the September 2014 Summit on UN Peacekeeping, and aims to enhance the Rapid Deployment of Enabling Capabilities for peacekeeping.

The TPP comprises of the United Nations, supporting Member States and Troop-Contributing Countries (TCCs).

The Training Officer reports to the Senior Training Officer.

Responsibilities

  • Collaborates with trainers to ensure that an integrated approach to training and development is developed and that the training development plan is delivered/implemented.
  • Monitors and evaluates the effectiveness of training, learning and development activities to ensure the activities are in line with the training plan/guidelines and meets the project requirements and initiatives.
  • Provides advisory services to managers, trainers and trainees on training matters/issues arising to ensure that training and development meets current needs and prepares relevant reports, including evaluation of trainers' performance.
  • Develop tools and participates in the assessment of training needs, trainers and collation of required inputs.
  • Identifies forthcoming training requirements, in collaboration with programme managers and trainers, and develops strategies to meet them.
  • Provides inputs into the preparation and monitoring of the budget.
  • Processes training proposals and requests and follows up with relevant stakeholders to achieve a positive outcome.
  • Develops and upgrades instructional/training materials for training, learning and development programmes.
  • Coordinates and develops learning support mechanisms, in line with the learning requirements of Triangular Partnership Project directed at troop capacity building.
  • Performs other duties as assigned by the Training Officer or the Programme Manager.

    Education
  • Advanced university degree (Masters or equivalent degree) in training or learning and development, management, business or public administration, education, social science or related area.
  • A first-level university degree in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    Work Experience
  • A minimum of five years of progressively responsible experience in programme management, training, administration or related field is required.
  • Four years of experience in the design and practical delivery of formal training sessions and programmes is desirable.
  • Experience working in a multicultural, international work environment or a field mission or post-conflict environment outside of your home country is desirable.

    Languages
  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
  • Knowledge of another United Nations official language is an advantage.
