Org. Setting and ReportingThe United Nations Office to the African Union (UNOAU) was created in 2010 to strengthen the United Nations’ interaction with the African Union.
UNOAU is mandated to contribute to enhancing the partnership between the United Nations and the African Union in the area of peace and security, provide coordinated and consistent United Nations advice to the African Union on both long-term capacity-building and short-term operational support, and streamline the United Nations presence in Addis Ababa to be more cost-effective and efficient in delivering United Nations assistance to the African Union.
UNOAU plays a key role in the implementation of the Joint UN-AU Framework for Enhanced Partnership in Peace and Security, signed by the United Nations Secretary-General and Chairperson of the African Union on 19 April 2017.
This position is located in UNOAU, Addis Ababa. The key role is to control entry to organizational premises and ensure the safety and security of staff and premises. Under the overall guidance and supervision of the Chief of Staff (COS), the Field Security Assistant will assist in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the region of assignment.
ResponsibilitiesWithin the limits of delegated authority and depending on location, the Field Security Assistant will carry out the following duties:
Assists COS/UNOAU Security Coordinator (SCO) in collecting, updating and communicating information regarding the security situation in the country/region of assignment.
Assists in maintaining the Security Plan, including updating staff lists.
Supports the Chief Security Advisor (CSA) and UNOAU Security Coordination Officer (SCO) with the assessment of Security Risk Management (SRM) Measures for the duty station.
Assists in reporting security incidents affecting UNOAU personnel, offices and assets.
Ensures that routine patrols and/or sector patrols are conducted to check the security of buildings, personnel, equipment, and adherence to rules and regulations, as relevant.
Receives, records, and appropriately takes action based on information received through all communication means.
Conducts security surveys of offices and other office facilities.
Obtains comprehensive security information and produces background papers relating to incidents that affect safety and security in the office.
Instructs personnel in the performance of security services, including the control and physical security of the premises, first aid procedures, use of equipment, and operation of automated alarm and video surveillance systems.
Conducts investigations as directed and prepares comprehensive reports on accidents and incidents involving UNOAU personnel, installations, and equipment.
Liaises, where necessary, with designated host government security, safety, and emergency officials, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation.
Maintains liaison with ECA-SSS and commercial companies used for UN security at offices and residences, in order to ensure the effective and efficient use of the guard force.
Liaises and exchanges security-related information with all components of the Office and other UN agencies in the area.
Conducts threat assessments and site surveys.
Prepares and provides security briefings, written security advice, and recommendations to the Office hierarchy, and training on security awareness and preparedness, including on prevention of Sexual Exploitation and Abuse (SEA).
Produces incident-based security and travel advisories.
Assists in ensuring Residential Security Measures (RSM) and Facility Safety and Security Survey- FSSS and security preparedness.
Assists in setting- up and manages a warden system according to policy.
Performs administrative tasks as required.
Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
Assists with visualizations and updating information material such as web pages or brochures.

Education
High school diploma or equivalent is required.
Job - Specific Qualification
Training in military or police procedures and practices, and self-defense techniques is required.
Training in martial arts and/or specialized security practices is desirable.
Work Experience
At least five (5) years of progressively responsible work experience in security, risk or disaster or emergency areas with security responsibilities, in the public or private service areas, such as national security, military or police, or in a corporate environment is required. The minimum years of relevant experience is reduced by two years for candidates who possess a first-level University degree.
Experience in the use of Microsoft applications i.e. MS Word, Excel Access and PowerPoint is required.
Experience in assessment of Security Risk Management (SRM) measures for an international organization is desirable.
Experience in conducting threat assessments and site surveys is desirable.
Experience in providing security coordination and administrative support for an International Organization is desirable.
Experience working with the United Nations Common system, or an international NGO, or similar international organization is desirable.
Experience in preparing incident-based security and travel advisories is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in English, both oral and written is required; Knowledge of local language at the duty station is required. Knowledge of another UN official language is desirable.
