Org. Setting and ReportingThis position is in the United Nations Mission in South Sudan (UNMISS) of Safety and Security Section, located in Juba, classified as an "E" hardship duty station and a non-family duty station. Under the overall supervision of the Principal Security Advisor (PSA), the Security Officer FS-5 reports to the Field Security Coordination Officer / Area Security Adviser/ Chief of the Operations on all security operations and related matters.
ResponsibilitiesWithin limits of delegated authority, the Security Officer, FS-5, may be responsible for the following duties:
• Assists the Area Security Adviser/ Chief of Operations in the office management procedures and/or supervises a Security Unit, as needed.
• Develops and monitors the implementation of Security Operation Standard Procedures.
• Draft and review Security Plan, contingency plan, and other documents such as Security Risk Managements and Danger pay as required.
• Assesses the prevailing local security conditions, identifying security trends and advising UN personnel, project personnel and eligible dependents on security issues.
• Undertakes research on specific threat factors, support activities of the Crisis Management Team in response to specific security incidents.
• Conducts trend analysis, gathers comprehensive information on all factors of insecurity and assesses the relevance and validity of security information and the reliability of information resources.
• Drafts reports on analyses of security incidents affecting United Nations system personnel, assets and operations.
• Serves as a member of the Security Cell, Area Security Meeting/ Security Management meeting and delivers briefing contributing to the implementation and evaluation of the security situation.
• Evaluates air, land, and sea emergency evacuation capability; conducts evacuation exercises and recommends appropriate action.
• Undertakes security field missions to determine accessible areas, support UN personnel, maintains tracking systems, and coordinates a 24-hour Emergency Response System.
• Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders.
• Ensures that fire prevention devices and fire-fighting equipment are available on the premises; Maintains fire evacuation plan and conducts fire drills and training as necessary; Maintains office security by conducting physical security inspections of facilities.
• Assumes responsibility for guard force management as required, monitors, and evaluates office physical security measures and conducts security surveys of installations and facilities; implements security arrangements as required.
• Coordinates with air aviation to ensure security of UN personnel and assets at Movcon terminal when required.
• Provides advice and training to
UN personnel and eligible dependents on security matters, as assigned.
• Conducts Investigations of security-related incidents involving UN personnel, project personnel or eligible dependents.
• Identifies gaps in existing capability and makes recommendations for amendments where necessary.
• Coordinates access control, issuance of identity cards, background checks and entry controls, as appropriate.
• Sets up and manages a warden system according to policy.
• Performs other duties as required.

Education
High school diploma or equivalent is required.
Work Experience
A minimum of eight (08) years with a high school diploma of progressively responsible experience in the military, police or international security management origination is required.
At least one year of experience and exposure in an international conflict or a post conflict environment is required.
Experience in security operations, security risk assessment, physical security and standard operating procedures in conflict or post-conflict environment is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in oral and written English is required.
