Org. Setting and Reporting

This position is located in the Security Section of the United Nations Mission in South Sudan (UNMISS) with duty station in Juba. Juba is classified in the "E" category and as a nonfamily duty station. Under the overall supervision of the Principal Security Adviser (PSA), the incumbent reports to the Chief Security Officer (CSO).

Responsibilities

Within delegated authority, the Security Coordination Officer will be responsible for the following duties:

• Supervises the Logistics, Budget and Finance, Contract Management and the Administration cells of the security and Safety Section.

• Ensures the use of UNSMS security risk management strategies and policies to identify the strengths and weaknesses of different solutions, conclusions, or approaches to problems at UN premises

• Ensures the preparation, review and implementation of security planning, security risk management documents and risk management-based security solutions for UN personnel, premises, and operations.

• Ensures the proper management of resources allocated to the Safety and Security Section

• Ensures the proper classification of documents and proper filing system in the Security Admin and Log Unit

• Effective Coordination and Monitoring of performance evaluation

• Participates in meetings, committees, and task forces, prepares papers on security issues, delivers briefings, and provides responses, as needed.

• Maintains continuing lines of communication with security focal points and all other agencies involved in peacekeeping and other missions to ensure maximum security coordination.

• Drafts Statements of Requirements and provides technical specifications for the procurement of specific security equipment.

• Assesses prevailing local security conditions, identifying security trends and advising UN staff, project personnel on potential security problems, such as mines, kidnapping, armed attacks, arrest, and detention.

• Maintains an ongoing evaluation of air, land and sea evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, vessels, fuel supply and assessable roads.

• Ensures that fire detection devices and fire-fighting equipment are available on the premises., maintains fire evacuation plan and conducts fire drills and training, as necessary.

• Maintains office security by conducting physical security inspections of facilities, issuance of identity cards, if possible, background checks, and entry control.

• Ensures availability of emergency communications system by making periodic checks to determine if system is functioning properly; arranges for necessary repairs or adjustments.

• Investigates security-related incidents involving UN staff members, UN assets, and prepares report of fact findings.

• Ensures the availability and adequate distribution of accommodation to all staff within the Security Section

• Maintains protection details for senior officials, as necessary and an effective coordination with all Sections and Departments within and outside the mission

• Ensures the implementation of the Gender Parity Policy within the Administration and Logistics Pillar

• Collaborates closely with peers and colleagues, non-governmental organizations, diplomatic missions, and Host Government representatives on security issues and in the event of natural disasters.

• Strengthens awareness and capacity of personnel by supporting the development, updates and delivery of contextually relevant security training and advice including on Residential Security Measures.

• Performs any other duty that may be assigned by the CSO/PSA

  • Effective planning, implementation and coordination of a security system, capable of enabling the conduct of United Nations activities while
    ensuring the safety, security and well-being of personnel and the security of United Nations premises and assets.

    Education

    • An advanced university degree (Master's degree or equivalent such as a senior command and staff college qualification) in security management or business administration, political/social/military science, or international relations with focus on security management.

    • A first-level university degree in combination with two ( 2) additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree.

    • A first-level university degree may be substituted with a diploma from a police or military academy, which may be considered its equivalent, and in combination with four (4) additional years of qualifying experience in military, police, or security management.

    Work Experience

  • A minimum of five (5) years with an advanced university degree (seven years with a first-level university degree) of progressively responsible experience in the military, police or security management is required.

  • At least two (2) years' experience in management of security administration, budget and logistics within a military, police or security organization is required.

  • At least one year's experience and exposure at the international level and in a conflict or a post conflict environment is required.

  • Experience in management of security units in a United Nations common system field operation (inclusive of peacekeeping, political missions, and UN agencies, funds, and programs) or similar international organization or non-governmental organization in a field-based environment is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For this advertised post, fluency in oral and written English is required.
