Org. Setting and Reporting

This position is located within the United Nations Mission in South Sudan (UNMISS), Juba, Office of Chief of Staff, Field Support Office. Juba is classified in the "E" category and as a non-family duty station. The Liaison Officer will report to the Senior Liaison Officer.

Responsibilities

Within delegated authority and under the supervision of the Senior Liaison Officer, the Liaison Officer will be responsible for the following duties:

  • Assists the provision of day-to-day support on operational activities related to the work of the Field Offices.

  • Maintains liaison with the Heads of Field Offices related to Mission’s mandate implementation, and as requested, provides supplemental information to the Heads of Field Offices on policy and substantive guidance and other relevant issues such as information regarding the implementation of the Peace Agreement and other key political and security developments at the national level.

  • Coordinates and collaborates with external partners including National Government, Diplomatic Missions, Troika, African Union, CITSAMM regarding the implementation of the Peace Agreement .

  • Coordinate and collaborate with other mission components, Sections and Units at Mission headquarters to facilitate the smooth functioning of the respective Field Offices as per Mission's mandate objectives.

  • Provides timely information and analysis to the Chief of staff and other senior management on developments in the field with regard to operations, including crisis management, security and political issues and respond to requests by Headquarters and visiting missions.

  • Prepares consolidated summary and analysis of monthly Field Office reports.

  • Assists in planning, coordinating and supporting programmatic activities of the Field Offices requiring Mission headquarters involvement and coordination.

  • Provides substantive support to organize consultations, meetings visiting high level delegations and conferences, including annual Heads of Field Offices conference.

  • Supports the Chief of Staff and Senior Liaison Officer in the coordination of inputs for reports and prepares other written outputs as required, including analytical reports, background briefings, talking points, correspondence, and other communications products.

  • Provides assistance to the Electoral Division and of the mission to have a consistent and coherent approach in the preparation of the upcoming election.

  • Performs other related duties as required, including assisting the Office of Chief of Staff.

    Education

  • Advanced university degree (master’s degree or equivalent) in social sciences, security studies, political science, international relations, or a related field. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of five (5) years of progressively responsible experience in political science, political affairs, international relations, law, Liaison relations, mediation, conflict resolution, or related area is required.

  • At least one year experience working in a special political or peacekeeping mission, related international organization, or any related national institution in a conflict/post-conflict context is required.

  • At least one year experience working in providing reporting, analysis, and presentation to a variety of audiences is required.

  • Experience working in the East Africa is desirable.

  • Experience working in or in front offices that support of field offices away from the Mission headquarters is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required.
