Org. Setting and Reporting

This position is located in the Joint Mission Analysis Centre (JMAC) of the United Nations Mission in South Sudan (UNMISS) in Juba. Juba is classified as an "E" hardship duty station and a non-family duty station. The incumbent reports to the Chief of Joint Mission Analysis Center (JMAC).

Responsibilities

Within delegated authority, the incumbent will be responsible for:

• Manage (research, collection, coordination and analysis) of information as a basis for enhanced planning and decision-making by Senior Mission Leadership;

• Maintain an understanding of the political, security, socio-economic, development and humanitarian situation in the mission area and in the region;

• Identify emerging issues, trends and dynamics that may have implications on the implementation of UNMISS' mandate, by using diverse sources, including UN Mission civilian, military and police components, UN Country Team (UNCT), national military/civilian authorities, NGOs, media, national and international actors and other key stakeholders;

• Collate, analyze and synthesize information to produce accurate and timely JMAC analytical products and briefings, in coordination with other Mission components and sources;

• Deliver oral briefings, present visual presentations, and provide decision-making advice to diverse audiences and briefings.

• Assist in the development and coordination of JMAC tools, products, and policy implementation, such as Information Requirements (IRs), in consultation with all relevant information collection components of the Mission.

• Manage and guide the research, analysis, and production schedules of junior analysts and integrated uniform personnel; provide review and editing of analytic products and facilitate common analytic understanding within the team.

• Travel to the field in order to establish relationships with field offices, identify relevant stakeholders, and meet with INGO/NGOs, community groups, and local leaders to gather contextualizing information.

• Contribute to effective working relationships within the JMAC and other Mission components, the UNCT and relevant external actors and organizations; and

• Perform other duties as required.

Excellent drafting and editing skills with the proven ability to produce cogent reports; proven analytical ability in building information networks in a complex conflict and post conflict environment; ability to produce forward-looking analytical products and relevant leadership advice; proven ability to integrate different perspectives, inter alia, political, civil affairs, military, police, security, humanitarian, human rights, rule of law, gender, child protection, economic, development, disarmament/demobilization/reinsertion, environmental and electoral affairs, into analytical products.

  • Communication: Speaks and writes clearly
    and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience.

  • Teamwork: Works collaboratively with colleagues to achieve organizational goals; Solicits input by genuinely valuing others' ideas and expertise; is willing to learn from others; Places team agenda before personal agenda; Supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position.

    Education

  • Advanced university degree (Master’s degree or equivalent) in political science, international relations, foreign affairs, law or related field. A first-level university degree in combination with qualifying experience and relevant academic/professional qualifications, such as accreditations from military or government command and staff colleges, may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of five years of progressively responsible experience in international and political affairs, information analysis, intelligence and international security, political journalism, diplomacy, development, security operations, conflict resolution, humanitarian affairs, human rights, or a related field is required.

  • Experience in conducting independent research and drafting high quality analysis documents under tight deadlines is required.

  • Experience working in a multicultural and multidisciplinary team is required.

  • Experience managing teams of junior analysts, and/or managing projects and overseeing production schedules is desirable.

  • Experience utilizing a variety of structured analytic techniques designed to identify and mitigate cognitive biases is desirable.

  • Experience in political economy analysis is desirable.

  • At least two years of work experience in conflict or post-conflict field operations is desirable.

  • Experience in the East African region is desirable.

  • Prior experience as part of JMAC in a peacekeeping operation is desirable.

  • Experience in briefing senior officials on complex or multidimensional issues is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
