Org. Setting and ReportingThis position is located in the Warehouse and Commodity Management Section of the United Nations Missions in South Sudan (UNMISS), Juba. The Fuel Officer will report to Chief Fuel Unit or his/her designated official.
ResponsibilitiesUnder the overall supervision of the Chief Fuel Unit, and within the delegated authority, the incumbent will be responsible to assist in managing petroleum, oils, and lubricants (POL) support and related services to the mission with the following duties.
• Assists in management and provision of petroleum, oils, and lubricants (POL) as well as provision of other related services to the Mission. Supervises the provision of POL and associated services as appropriate from the contractor to the sectors regions and sections within the Mission.
• Lead, with minimal supervision, in the following areas: develop, implement, and update the Mission Fuel plan and the Unit’s work program. Develops the requirement of support equipment. Analyze historical fuel, oil and lubricants consumption and forecast future requirements.
• Monitors and analyzes contract performance to ensure compliance with contract terms, schedules and cost objectives.
• Coordinates and organizes monthly conformance meeting and record K.P.I and report non-compliance and poor performances to Chief, Fuel Unit or delegate.
• Resolve within the terms and conditions of the contracts, conflicts/problems arising in cases of poor performance or non-compliance with contractual obligations, document and refer to Chief Fuel Unit and desk officer at UN Headquarters (UNHQ) cases of non- compliance or poor performance.
• Assists in developing new contracts for fuel and associated support services, including the preparation of Statements of Work (SOW), technical evaluations, requisitions, and preparation of presentations to the Local Committee on Contracts.
• Supervises and manages the Fuel Accounting, fraud and loss prevention Cell. Certifies misappropriation reports and develops fraud prevention programs to assist in Fuel Unit Operations.
• Ensures that fuel usage by vehicles, generators, individual users and contingents are monitored and investigate any major anomalies or inconsistent fuel consumption.
• Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
• Follows up the preparation of purchase orders and once approved implements the requirements for the purchase of fuels, oils and lubricants, process of purchase orders and monitors expenditure. Certifies verification of payment documents for Authorization. Certifies delivery documents for approval.
• Reviews requests and authorize issues of bulk fuel to contingents and other users. Implement procedures to ensure that bulk fuel requests are properly prepared, reviewed and approved so that is fuel delivered to the field in a timely and coordinated manner, to ensure reliable flow of fuel supply for the Mission.
• Manages the mission strategic and local fuel reserves, reviews the Days of Supply (DOS) and reports the stock periodically to Chief fuel Unit and advice accordingly.
• Reviews and certifies the quality of POLs by verification of quality test. support or provide guideline for contractor Quality Control (QC) and Quality Assurance (QA) programme.
• Manages Safety, Health and Environmental (SHE) instruction and guidelines. Analyzes incident reports and takes appropriate action to prevent future occurrences. support or provide contract Quality Control (QC) and Quality Assurance (QA).
• Ensures that routine QC and QA procedures and fuel equipment maintenance checks are carried out and coordinate with Hub and State Fuel Cells on issues pertaining to safety, security and maintenance of fuel installations, vehicles and equipment.
• Reviews, prepares, presents fuel-related audit cases and implementation at the Local Committee on Contracts (LCC) and initiate action to fulfill and control these requirements.
• Assists in the preparation of audit responses and follows up on the implementation of audit recommendations.
• Develop, review, evaluate and upgrade standard operating procedures for fuel management; Manage, guide, develop and train staff under his/ her supervision.
• Train military, police units and detachment
of troops on UN internal control, accounting systems and guidelines.
• Ensures that fuel duties are undertaken by mission and contractor staff with due regard to environmental and fire safety requirements.
• Liaise with the Contract Management Functions in the resolution of contractual disputes in the course of contract implementation, mobilization, transition and closure of fuel installations/ distribution points.
• Coordinates of fuel supply arrangement with Mission Support Centre (MSC) and other associated stakeholders in all phases of operations.
• Provide specialist technical and logistical advice to the Chief Fuel Unit, and Chief Warehouse and Commodity Management Section on all matters related to fuel supply.
• Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Ensures that requirements and background information used for data analysis are documented.
• Perform other duties as required.
CompetenciesProfessionalism – Detailed practical and theoretical knowledge of internationally recognized fuel supply and management standards with advanced understanding of field support operations, programme/contract execution and administration; in-depth understanding of internal procurement policies, practices and procedures; proven analytical skills, including ability to research and analyze data and develop recommendations and plans;
Technological Awareness – Advanced practical and theoretical knowledge of standard field fuel equipment, including those used in UN operations. Advanced computer skills, including ability to operate common database, spreadsheet, project management, and fuels management applications. Ability to define and extract management information for logistics support.
Communication – Proven communication (verbal, written and presentation) skills, formulating positions on issues, articulating options, concisely conveying minimum necessary information, making and defending recommendations; Proven interpersonal skills and the ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
Education
High school diploma or equivalent is required.
Job - Specific Qualification
A valid Driver's license, including the ability to operate a manual-transmission light vehicle in 4x4 conditions, is required.
Technical or vocational certificate in Petroleum, Oil and Lubricants (POL) supply operations, project management or contract management from internationally recognized organizations is desirable.
Certificate in data analytics, business analytics or data science programs is desirable.
Technical training in Petroleum, Oil and Lubricants (POL) operations and logistics is required.
Work Experience
At least ten (10) years of progressively responsible experience is required in four or more of the following areas: including a minimum of 5 years in fuel contract administration, budgeting and fuel accounting; (1) the operation of field fuel installations and fuel handling procedures; (2) maintenance/repair of fuel equipment; (3) quality assurance/quality control procedures operations in a field environment; and (4) Safety, Health and Environmental procedures related to POL operations. The minimum years of relevant experience is reduced to five years for candidates who possess a first level University Degree.
Experience in logistics operations, supply chain management, chemical, petrochemical or mechanical engineering is desirable.
Experience in managing support services of international peacekeeping or military/field operations is desirable.
Knowledge of the UN rules, regulations and working practices pertaining to UN peacekeeping or other field operations is desirable.
In-depth knowledge and experience on Electronics Fuel Management System- latest version is desirable.
Training in Enterprise Resources Planning Tools (ERP) or another SAP-based application is desirable.
