Org. Setting and ReportingThis position is located in the Safety and Security Section of the United Nations Mission in South Sudan (UNMISS), duty stations Juba that is classified in the "E" category and as a non-family duty station. Under the overall command of the Chief of Operations, the Associate Security Officer at P-2 level reports to the Area Security Adviser.
ResponsibilitiesWithin limits of delegated authority, the Associate Security Officer may be responsible for the following duties:
• Assists the Area Security Adviser (ASA) and the Security Officers to prepare and maintain a draft security plan for a specific area within the overall mission area of operations.
• Assists the ASA/FSCO to coordinate a 24/7 response to all security related incidents such as arrest, detention, and harassments involving UN staff members and INGOs
• Conducts investigations on security related incidents involving Un personnel, asset, and eligible dependents.
• Ensures that fire detection devices and fire-fighting equipment are available on the premises. Maintains fire evacuation plan and conducts fire drills and training, as necessary.
• Maintains office security by conducting physical security inspections of facilities and access control.
• Conducts Investigations and prepares reports on minor cases of theft, illegal entry, assault, or other incidents when the extent of the infraction is readily determinable.
• Assists the Area Security Adviser (ASA) in establishing policies and procedures for reviewing crisis situations and preparing contingency plans.
• Serves as member of the United Nations Area Security Management Team, developing and contributing to implementation and evaluation of the effectiveness of the Area security plan
• Assists the United Nations Security Management System team (UNSMS to identify the strengths and weaknesses of different solutions, conclusions, or approaches to problems at UN premises.
• Assists the ASA/FSCO in the recruitment, training, and supervision of Field Security Assistants/Associates.
• Conducts security risk assessment for the area of the operations.
• Assists the ASA/FSCO attending the Area Security Management Team meetings, prepare/update Area SRMs and Ad Hoc ARSMs as required.
• Oversees/supervises the operations of the Guard Force Unit (GFU)
• Collects, collates, and analyzes all information related to security and passes on such information to the FSCO for onwards submission to the ASC, Field Integrated Operation Center (FIOC).
• Liaises with local authorities to discuss potential problems and plans methods of resolution.
• Assists the ASA or any senior security Officer in security emergency situations and medical evacuations.
• Performs other duties as required.

Education
• An advanced university degree (Master's degree or equivalent such as a senior command and staff qualification) in security management, business administration, political/social/military science or international relations with focus on security management.
• A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree.
• A first-level university degree may be substituted with a diploma from a police or military academy, which may be considered its equivalent, and in combination with four additional years of qualifying experience in military, police or security management.
Work Experience
A minimum of two (2) years of progressively responsible experience in security operations or similar entities within a military, police or security organization is required.
At least one year experience of exposure at the international level and in a conflict or a post conflict environment is required.
Experience in Security Risk Management strategies is desirable.
Experience in security Operations and conducting physical security inspections of UN facilities is desirable
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
