Org. Setting and ReportingThis position is located in the United Nations Mission in South Sudan (UNMISS), Juba. Juba is classified in the "E" category and as a non-family duty station. The incumbent will work in the Fund Secretariat of the South Sudan Multi Partner Trust Fund for Reconciliation, Stabilization, and Resilience and will report directly to the Fund Manager.
ResponsibilitiesWithin delegated authority, the P-2 Associate Humanitarian Liaison Officer will be responsible for performing the following duties:
Support the overall management and monitoring of the South Sudan Multi-Partner Trust Fund for Reconciliation, Stabilization, and Resilience (South Sudan RSRTF). Assist in the design and preparation of studies on Reconciliation, Stabilization, and Resilience related issues and in various follow-up activities.
Supports the full project cycle including review and revision of project proposals and guides applicants on recommended revisions; ensures the proper use and spending of donor contributions channeled through the Fund.
Acts as Secretariat focal point for select programs and/or small grants, identifies issues in program management or coordination and implementation and makes recommendations for corrective measures.
Researches, analyzes and presents information gathered from diverse sources on assigned topics/issues.
Contributes to the preparation of various written documents, e.g. drafts sections of the Fund operations manual, reports, background papers, policy guidelines, documents etc.
Develops and maintains reference/resource information on specific Fund-related issues; responds to various inquiries and information requests internally and externally.
Leads liaison with the Administrative Agent on Fund administration issues and grant transfers and issues related to programme/Fund extension and programme/Fund closure
Assists in the organization of meetings, and, workshops, etc. with other agencies and partners to facilitate exchanges of professional expertise and views on specific Reconciliation, Stabilization, and Resilience -related subjects/issues; Plans and prepares meetings of the Steering Committee and serves as reporter to such events.
Maintains awareness of relevant countrywide security, social and political events or other developments in specific subject area, country or region concerned.
Participates in lessons learned exercises, audits and evaluations and field monitoring missions.
Participates in mobilization of relevant resources including drafting sections of proposals.
Assists in the management of the RSRTF Secretariat office. This includes procurement, liaising with vendors, tracking fund expenditure and supporting to onboard Secretariat colleagues
Performs other duties as required.

Ability to develop sources for data collection. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases.

Education
An advanced university degree (Master's degree or equivalent) in political science, social science, international studies, business administration, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of two years of progressively responsible experience in humanitarian affairs, peacekeeping, rehabilitation, development, programme management or related area, is required.
Proven experience in direct project or grant management and budgeting is required.
Experience working on large scale projects and multi-organisational initiatives is desirable.
Experience working within the UN common system, Non-Governmental Organisation or other comparable international organisation is desirable
Field experience in a conflict or post-conflict context is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in oral and written English is required.
