Org. Setting and Reporting

This position is located in the office of the Chief of Staff of the United Nations Mission in the Republic of South Sudan (UNMISS) with duty station, Juba. Juba is classified in the "E" category and as a non-family duty station. The incumbent reports to the Mission Chief of Staff.

Responsibilities

Within delegated authority, the Administrative Officer FS-6 will be responsible for the following duties:

Human Resource Management

  • Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.

  • Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.

    Budget and Finance

  • Liaises with strategic planning Unit in assisting the Office of the Chief of Staff and the Field Support Office in preparation of their budgets.

  • Ensures that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.

  • Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan.

  • Coordinates the production of programme reports including but not limited to Mission's performance reports, financial reports (status reports) and results-based budgeting.

  • Performs certifying officer roles.

  • Supports the gifting committee.

  • Defines requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources.

  • Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.

  • Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.

  • Provides budget and finance guidance to staff.

    General Administration

  • Helps with the management and operations of the front office of the Chief of Staff and liaises with all Sections reporting to the Chief of Staff.

  • Organizes, coordinates, and oversees all events, meetings, and functions for Office of the Chief of Staff.

  • Processes MOPs and other official travel related requests as required

    • Performs other related work as required.

    Competencies

  • Professionalism: Knowledge of administrative, budgetary, financial, and human resources policies and procedures. Demonstrated in-depth technical knowledge of all aspects of administration with proven analytical skills. Ability to apply various United Nations administrative rules and regulations in work situations.
    Conceptual analytical and evaluative skills to conduct independent research and analysis. Ability to identify issues, formulate opinions, make conclusions and recommendations.

    Education

  • High school or equivalent diploma is required.

    Job - Specific Qualification

  • Technical or vocational certificate in business or public administration, social sciences, finance, human resources management, accounting or related area is desirable.

    Work Experience

  • At least ten (10) years of progressively responsible experience within the United Nations system or the private sector in the field of administrative services, finance, accounting, human resources, audit, or in other related fields, of which three (3) years should have been at a supervisory level is required. The minimum years of relevant experience are reduced to 5 years for candidates who possess a first level University degree.

  • Experience working in leadership or management front offices is required.

  • Experience preparing summary and analytical reports is desirable.

  • Experience in Information Management is desirable.

  • Experience in international operations in a post-conflict environment is desirable.

    Languages

  • English and French are the working languages of the UN Secretariat. For this position, fluency in oral and written English is required.
