Org. Setting and ReportingThis position is located in the United Nations Mission in South Sudan (UNMISS), Juba. Juba is classified in the "E" category and as a non-family duty station. The Administrative Officer reports to the Chief, Operations Resource Management.
ResponsibilitiesThe Administrative Officer in the Office of the Chief Operations and Resource Management (overseeing UNV, Human Resources & Integrated Mission Training, Budget & Finance, Business Analytics & Business Compliance, Mission Support Centre), is responsible for the following duties:
• Provides sound advice on management matters pertaining to human resources, budgeting, financial and general administration;
• As directed, develops, prepares, and monitors work plans, strategies and assigned programme areas for the administrative activities of the Mission and assist in securing the required human, physical and financial resources;
• In cooperation with other offices of the Mission including field offices, plans and forecasts the personnel, financial and logistical requirements as may be required;
• Exercises budgetary and administrative controls for Operations and Resource Management Service ensuring timely utilization of planned resources;
• Certifies mission expenditure in line with delegated of authority and reports on administrative, logistical and financial matters accordingly;
• Effectively provides broad range of administrative support to the field offices in coordination and consultation with pertinent offices and sections at the Mission headquarters (MHQ) in ensuring significant issues are addressed and resolved;
• Drafts guidelines, standard operating procedures (SOP), reports and correspondence on a wide range of issues for the Chief Operations and Resource Management and ensure adherence to relevant UN rules and regulations and policies
• Drafts responses to correspondence required from the Office of the Chief Operations and Resource Management on administrative/policy framework;
• Provides advice and assist Field Offices in areas of problem solving, dealing with ad-hoc issues that arise, and undertake tasks and special projects as requested;
• Undertakes evaluation of support provided by the Mission Support Division to the various parts of the Mission;
• Ensures actions points on decisions that concerns Operations and Resources Management are consistently reviewed, monitored and followed upon for implementation in a timely manner;
• Supports the Office of the Chief Operations and Resource Management in liaising with all Mission components on broad range of administrative programmes and activities;
• Liaises with local authorities, UN Agencies, Funds and Programmes or other parties on behalf of Mission Support Division as may be required;
• Represents the Mission Support
service/section/unit at regular meetings with other UN Agencies as may be required;
• Represents the Chief Operations and Resource Management in various standing Boards and Committees, such as Property Survey Board (PSB), Claims Review Board (CRB), and may
act as alternate/ chairperson of the Local Committee on Contracts;
• Performs other administrative duties as assigned.
CompetenciesProfessionalism:Knowledge of administrative, budgetary, financial and human resources policies and procedures. Ability to apply various United Nations administrative rules and regulations in work situations. Conceptual analytical and evaluative skills to conduct independent research and analysis.
Planning and Organizing:Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently..
Accountability:Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own.
Client Orientation: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems.
EducationAdvanced university degree (Master’s degree or equivalent) in business or public administration, human resources management, finance, accounting, or related field. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced university degree
Work Experience
At least seven (7) years of progressively responsible experience in human resources, budget, finance or general administration, and field operations is required.
Hands-on experience in UN human resources and financial policies and practices is required.
UN Field mission experience is desirable.
Experience in handling complex organizational issues at the international level is desirable
Experience in drafting policy papers, SOPs and related guidelines is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required.
