United Nations Programme Management Assistant Jobs Opportunities in Kenya
ResponsibilitiesProvide assistance in support of planning and implementation activities/processes for, typically, a large and highly complex component of the departmental programme/project initiatives.
Research, compile, analyse, summarize, and presents basic information/data on specific programmes/project and related topics.
Assist in the coordination of programme/project planning and preparation; monitors status of programme/project proposals; take necessary action to ensure project documents are completed and submitted to relevant parties for approval.
Assist in the preparation and analysis of programme/project budget proposals; provide assistance in the interpretation of budget guidelines; review and coordinate submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepare reports and ensure that outputs/services are properly categorized.
Assist in the monitoring and evaluation of programmes/projects; categorize, update, track and analyse data related to programmes/projects, e.g. accounting records, outputs, resources utilized, deviations/revisions, etc.; carry out periodic status reviews, identify issues and initiate requisite follow-up actions; prepare revised budget estimates; report on budget revisions, expenditures and obligations, verify availability of funds; ensure necessary approval and entry in computerized budget system; initiate financial authorizations for expenditures.
Collaborate with programme/project managers on performance reporting; liaise with relevant parties on the interpretation of the activities/services scheduled in the Project Document (PD) and various planning instruments such as the medium term plan and internal work plans; provide assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.
Draft programme/project summaries, coordinate review and clearance process, and coordinate with editor, translation services, etc. on finalization and publication of report multiple languages.
Serve as focal point for coordination, monitoring and expedition of programme/project implementation activities, involving extensive liaison with a diverse organisational units to initiate requests, prepare standard terms of reference against programme/project objectives, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organisation of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
Prepare, maintain and update files (electronic and paper) and internal databases; design and generate a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews.
Draft correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepare unit contributions for a variety of periodic reports.
Provide guidance and training to new/junior staff.
Perform other related duties as assigned.
Competencies
Professionalism: Knowledge of, and ability to apply financial rules, regulations and experience with UN Environment programme management and reporting procedures. Knowledge, skills and ability to extract, interpret, analyse and format data across a range of
finance and budget functions, including programme development and database management.
Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately;
Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others' ideas and expertise;
Education;High school diploma or equivalent is required. Supplementary training in programme/project management and administration is highly desirable.
Work Experience;Minimum of seven (7) years of progressive working experience in programme or project administration, technical cooperation or related area is required. Working knowledge and experience in Enterprise Resource Planning (ERP) is highly desirable.

Develop legal frameworks and regulatory mechanisms relating to key environmental priorities, including on UN Environment's climate change sub-programme:
Programme development:
Liaise with UN Environment's stakeholders and the countries to support global and regional inter-governmental environmental processes, including those on climate change:
Facilitate a series of high-level meetings/fora on the nexus between science and environmental policy, including climate science and climate policy with emphasis on latest findings and negotiations:
Represent UN Environment in policy-making and substantive inter-agency meetings:
Competencies
Professionalism: Knowledge of environmental law and governance, both substantive and procedural. Strong analytical skills and ability to conduct comprehensive legal research on a range of issues, including those of a unique and/or complex nature;

Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise;
Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view
An advanced university degree (Masters degree or equivalent) in environmental law or related area. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible experience in environmental law and governance, including legal analysis, research and writing
