Responsibilities

• In close coordination with the relevant legal officer, act as the focal point for the administration of the Mechanism information security and access regime.
  • Assist in the development of procedures for information security classification reviews and for implementation of decisions on reclassification.
  • Implement procedures for information security classification reviews, and for implementation of decisions, liaising with classification authorities, information owners and custodians.
  • Ensure complete and accurate implementation of decisions on (re)classification. Ensure correct marking of materials containing classified information.
  • Ensure correct redaction of classified information.

    Education

  • Advanced university degree in archival science, records management, library science, information science or related field.
  • A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

    Work Experience

  • Minimum of two years of progressively responsible experience in archives management, records management, library services, information management or related area.
  • Experience of providing reference services is required. Experience of strict information security regimes is required.
  • Experience in international tribunals or national courts is desirable.

    Languages

  • English and French are the working languages of the Mechanism. For the post advertised, fluency in oral and written English is required.
  • Working knowledge of French is highly desirable.

    United Nations Senior Legal Officer, P5 Jobs in Tanzania

    Special Notice

    The appointment is limited to the Mechanism. Appointment of the successful candidate on this position will be limited to the initial funding of the post.

    Responsibilities

    The Senior Legal Officer will, under the authority of the Prosecutor, be responsible for managing the work and staff of the Arusha branch of the OTP. The incumbent will perform the following duties:

    •Coordinates and directs teams of other legal and non-legal staff members, guides and supervises the work of junior staff members; assists the Prosecutor with the general management and administration of the OTP, IRMCT, Arusha branch, organizes and prioritizes the workload of the Office and provides general coordination and supervision of assignments as regards the work of the OTP.
    •Carries out or oversees the carrying out of the day-to-day administrative tasks necessary for the functioning of the OTP, Arusha branch, including the preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS) and evaluation of candidates for job openings including interviewing them.
    •Advises the Prosecutor on a range of legal, administrative and managerial matters; provides authoritative legal and policy advice to the Prosecutor regarding the case-related activities of the Arusha branch, including
    the referral of cases to national jurisdictions, the initiation of contempt proceedings, requests for review of judgements by convicted persons and requests for early release filed by convicted persons.
    •Appears before the Chambers of the MICT and advocates on behalf of the Prosecutor, prepares and reviews legal filings for submission to the IRMCT, Arusha branch and oversees the work of the OTP team(s) responsible for the conduct of proceedings.

    Education

  • Advanced university degree (Master’s degree or equivalent) in law. First-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Postgraduate studies in criminal or international law would be an asset.

    Work Experience

  • At least ten years of progressively responsible experience in criminal prosecution, including substantial experience at the international level.
  • Relevant experience at the ICTY or former ICTR is highly desirable.

    Languages

  • Fluency in English (both oral and written) is required; knowledge of French would be an asset.

    United Nations Investigator, P4 Jobs in Tanzania

    Org. Setting and Reporting

    This position is located in the Office of the Prosecutor of the United Nations Mechanism for International Criminal Tribunals (UNMICT) (Arusha).

    Responsibilities

    Under the direction of the Prosecutor and Chief of Operations, the incumbent's duties and responsibilities will be as follows:

    •Provide day to day supervision of the OTP's staff based in Kigali, including its investigators, crime analyst and language assistants.

    •Travel and/or supervise travel to various parts of Rwanda and overseas with Investigators to undertake interviews, record statements from witnesses and open new lines of investigations with respect to the tracking and apprehension of the MICT's 3 fugitives and the preparation of their case files for trial.

    •Undertake investigations at the direction and under the general supervision of the Prosecutor and immediate supervision of the Chief of Operations.

    •Be responsible for the professional planning and conduct of investigations assigned to the team.
    •Assign work to team investigators.

    •Take into account priorities, workload, specific progress of on-going cases and other factors.

    Education

  • Advanced university degree in law or equivalent training or, a diploma in criminal investigation from a recognized police academy or similar institution.
  • Knowledge of criminal investigation techniques and procedures is highly desirable.

    Work Experience

  • A minimum of 7 years of progressively responsible experience in criminal investigation at the national or international level, including experience in conducting fugitive tracking operations.
  • Demonstrated experience of working at a supervisory level on complex, long term criminal investigations, mainly of violent crimes.
  • Experience in preparing witnesses and evidence for judicial proceedings is required.
  • Prior experience at an international tribunal or court is highly desirable.

    Languages

  • Fluency in English (both oral and written) is required; knowledge of French would be an asset.
