Resposibilities

Working directly under the supervision of the Chief of the Policy Legislation & Governance Section (PLGS), the incumbent’s tasks shall include the following:

A. Urban-rural linkages

i. Prepare and disseminate the 9th edition of the urban-rural linkages newsletter.

ii. Contribute to the urban renewal best practice report, as part of collaboration with Shanghai University iii. Contribute to URL capacity development materials for SHU collaboration

iv. Technical review of case study submissions for the 5th Compendium on URL

v. Contribute to ad hoc URL background materials upon request

B. National Urban Policy Programme

i. Contribute to implementation of the national urban policy programme (NUPP) workplan action points

ii. Contribute to the expansion of the Francophone National Urban Policy Programme (FNUPP)

iii. Identify and develop case studies for inclusion in the guide on ‘integrating legislation and governance to accelerate NUP implementation – Subject of the NUP CoP

iv. Review of the outline of the guide on how to strengthen legislation and governance in the implementation of NUP – This will be consecutive to CoP on NUP v.

C. Metropolitan management

i. Lead the preparation of a methodological guide on experts group meetings (EGM).

ii. Identify and develop case studies for inclusion in the guide on mainstreaming metropolitan management into national urban policies.

D. Reporting

i. Regularly collect and organize periodic information for the PLGS annual report 2025

ii. Coordinate PLGS inputs into ad hoc reports such as progress reports, PLGS quarterly/annual achievements report for the Global Solutions Division, UN-Habitat Annual Report/ NUA Quadrennial Report/ Donor reports, SDG11.a1 reporting, UPB annual report, among others.

E. Reviewing and editing PLGS documents.

i. Contributing to web stories and other narratives for PLGS projects, events, and capacity development initiatives.

ii. Review and edit other PLGS documents, publications, and reports.

iii. Finalizing the review of the PLGS in Francophone countries report

iv. Contribute to the outline of the PLGS Gender’s strategy Propose a template to systematise the Factsheet for PLGS’s project

F. PLGS Community of Practice

i. Contribute to concept notes and other preparatory materials for PLGS Community of Practice sessions.

ii. Review and edit COP main report and prepare the template report for two COP sessions of June and September 2025

G. Legislation & Governance

i. Editorial review of the evaluation report on the project- Urban Planning Legal and Governance Assessment in DRC

ii. Technical review of the normative HLP urban law tool, volume 2, focusing on emergency response.

iii. Substantive review of the results report and recommendations for the Ramallah, Palestine project based on the questionnaires. SUPERVISION The Consultant shall report to the Chief of the Policy Legislation & Governance Section (PLGS). Any collaboration with Member States or donor entities, should always
be conducted in coordination with UN-Habitat (PLGS).

Qualifications/special skills

For this consultancy, a university degree in development, project management, business administration or related field is required.

At least 3 years’ experience in programme planning, results-based management, monitoring and reporting, sustainable urban development, or related fields is required.

Experience in application of data processing/analysis software is an asset.

Demonstrable experience in researching urban issues is desirable.

Knowledge and application of results-based Management is required.

Demonstrable good communications skills including the ability to prepare reports, proposals, policies and procedures for diverse set of clients (e.g. private sector multinational corporations, NGOs, community organizations) is required.

Knowledge of office software such as Microsoft Office. Other software for carrying out research, analysis and reporting is an advantage.

Languages

English and French are the official working languages of the United Nations. For the post advertised, fluency in written and oral English is required. Knowledge or fluency in other UN languages would be an advantage but not mandatory.
