United Nations Human Settlements Programme Chief of Section, Human Resources Management Accountability Jobs in KenyaThe Management Advisory and Compliance Service is responsible for advising on and coordinating administrative and programming support related to the implementation of UN-Habitat's work programme, either directly or through the engagement of third-party service providers. This position is located in the Human Resources and Training Section of the Management Advisory and Compliance Service (MACS) at the UN-Habitat Headquarters in Nairobi, Kenya. Under the supervision of the Director, Management Advisory and Compliance Service (MACS), the incumbent will be responsible for the following tasks:


Responsibilities

General

• Develops and implements HR strategies aligned with the Organization’s goals and operational priorities.

• Lead organizational development initiatives, including workforce planning, talent management and succession planning.

• Develops and implements new human resources policies, practices, and procedures to meet the organization's evolving needs.

• Monitors and ensures the implementation of human resources policies, practices and procedures.

• Provides expert advice to senior management on all aspects of human resources policies, procedures and provides proactive and innovative approaches to delivering human resources services as well as to strategic and policy issues.

• Represent the Organization in negotiations with staff, staff representatives and at inter-agency bodies dealing with human resources issues.

• Plans, organizes, manages and supervises the work of the Section assigned.

Recruitment and placement

• Identifies recruitment needs and priorities, develops and implements recruitment strategies, and conducts targeted recruitment campaigns.

• Oversees the recruitment process, ensuring adherence to UN policies and procedures.

• Monitors and ensures timely filling of posts in accordance with established policies and procedures.

• Reviews short lists and participates in interviews for high level posts.

• Represents the office as an ex-officio member and provides guidance on policy relating to recruitment, placement and promotion, and reviews appointments.

• Represents the Organization with full delegation of authority in discussions with senior government officials on recruitment and other human resources matters.

• Manages and guides management on the selection and placement of staff promoting diversity and gender balance and UN-Habitat Internship Programme.

• Partners with UNON to create a strong talent pool for Habitat- specific job families. Administration of entitlements

• Monitors the implementation of appropriate conditions of service and entitlements.

• Provides advice on interpretation and application of policies, regulations and rules and guidance on complex cases. Approves recommendations on exceptions to policies, regulations and rules.

• Represents the office in joint bodies and working groups on conditions of service.

• Oversees and approves the level of remuneration for consultants, ensuring accuracy and compliance. Staff development and career support

• Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs.

• Prepares monitoring reports on staff development and career support programmes.

• Monitors and ensures the implementation of staff development and career support programmes.

• Promotes staff development and career support programmes. Provides advice on mobility and career development to staff at all levels in all categories.

• Provides performance management advice to staff and management. Assists the Heads of Departments/Offices with implementation of performance management.

Other duties

• Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated
with work and entitlements.

• Monitors staff welfare and identifies /proposes appropriate programmes and remedial action.

• Monitors, advises and acts on disciplinary matters in accordance with established policies and procedures. Mediates conflict, grievance and harassment cases and foster a positive and inclusive work environment.

• Promotes staff well-being initiatives and work-life balance programs.

• Provides guidance to programme managers on the application of classification policies and procedures. Reviews classification analysis of jobs in Professional and General Service and related categories before the same are sent for classification by UNON.

• Participates and supports salary surveys for local staff and cost-of-living surveys for professional and higher categories

• Prepares UN Habitat specific HR related guidelines, position papers and briefing notes.

• Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

Education

  • Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area is required.

  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

  • A minimum of ten (10) years of progressively responsible experience in human resources management, with a focus on strategic oversight and advisory roles, is required.

  • Experience in the interpretation and application of staff regulations, rules, and human resources policies, is required

  • At least three (3) years of experience in handling and advising on staff selection, recruitment, and mobility strategies is required.

  • Experience in advising on the management of conduct and discipline cases, as well as matters under an administration of justice framework, is required.

  • Experience in implementing effective strategies for fostering a diverse and inclusive workplace is required.

  • Experience in handling and advising on gender balance, diversity, inclusion, and disability-related matters is required.

  • Experience with an enterprise resource planning tool for human resources management is desirable

  • Experience working in an international or regional intergovernmental organization is desirable.

  • Experience in data analytics or related area is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable. NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand), and " Knowledge of" equals a rating of " confident" in two of the four areas.
