United Nations Environment Programme Somalia Technical Specialist Jobs in Kenya; To support this effort, UNEP seeks to engage a Technical Water and Environmental Advisor to provide expert guidance, capacity-building, and strategic coordination with the Government of Somalia and implementing partners.

Work Assignments:

1. Provide technical oversight on JOSP’s environmental and water governance components.

2. Engage with project partners including FAO, UN-Habitat, IOM, UNIDO, World Vision, and government institutions.

3. Support the Technical Advisory Group (TAG) to ensure technical coherence.

4. Environmental Governance & Policy Development

5. Assist the Ministry of Energy and Water Resources (MoEWR) and Ministry of Environment and Climate Change (MoECC) in formulating climate-resilient policies.

6. Ensure compliance with environmental and social safeguard frameworks.

7. Develop a water governance model for sustainable water management.


8. Capacity Building & Knowledge Transfer

9. Conduct training sessions on Integrated Water Resource Management (IWRM) and Nature-based Solutions (NbS).

10. Develop technical guidelines and policy briefs for decision-makers.

11. Organize policy dialogues and stakeholder workshops.

12. Monitoring, Evaluation & Reporting 13. Develop an M&E framework for water resource management and environmental impact.

14. Conduct impact assessments and document best practices.


15. Prepare donor reports, technical briefs, and recommendations.

Qualifications/special skills

• Advanced university degree (Master’s or PhD) in Water Resource Management, Environmental Science, Climate Adaptation, Hydrology, or related fields.

Skills & Competencies:


• Strong analytical and technical skills in hydrological modeling and policy development.


• Excellent stakeholder engagement and facilitation abilities.

• Experience in institutional capacity-building and advisory roles.

• Fluency in English (written and spoken); working knowledge of Somali is an asset.

• At least 10 years of experience in Integrated Water Resource Management (IWRM), climate resilience, or environmental governance.

• Experience working with government institutions, development partners, and UN agencies in fragile contexts. • Proven expertise in designing nature-based solutions (NbS) and climate-smart water management strategies.

• Familiarity with climate finance mechanisms such as the Green Climate Fund (GCF) and Global Environment Facility (GEF).

Languages

Fluency in English (written and spoken); working knowledge of Somali is an asset.
