This position is located at the Payroll and Disbursement Unit (PDU) in the Finance and Budget Section (FBS) of the Division of Administration (DOA) at the United Nations Economic Commission for Africa in Addis Ababa, Ethiopia.

The incumbent will work under the general guidance of the Chief of the Finance and Budget Section and direct supervision of the Chief of Payroll and Disbursement Unit.

Responsibilities

Within delegated authority, the Associate Finance Officer will be responsible for the following duties:

•Reviews, analyses, approves, reconciles and processes a range of accounting reports and transactions on a regular and recurring basis and take action on exceptions and open items.
•Approves/Confirms that proposed obligations or expenditures for services, facilities, supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments.
• Provide technical guidance as Local Process Expert for Financial Accounting, Payroll, Travel and VAT exemptions related processes.
• Responsible for the issuance, replenishment and control of petty cash funds, to ensure compliance with the UN Financial Regulations and Rules.
•Assists in the review of consolidated Headquarters and field accounts.
•Assists in the preparation of United Nations semi-annual and year-end financial statements.
•Assists in ensuring that accurate and complete accounting, reporting and internal control
systems are functioning and that all relevant records are maintained.
• Manage and improve the documentations, procedures and internal controls in relation to payroll and disbursements processes in consultation and agreement with the Unit Chief.
• Plans and works with the Systems Support Section, in the installation, improvements and administration of accounting systems.
• Follows-up on audit recommendations, researches and analyses information needed to respond to audit findings.
• Participate in the staff recruitment process. Train and supervises staff
as required.
• Act as OIC in the absence of the Unit Chief.
• Performs other related duties as required.

Education

  • An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, finance, accounting, information system or related fields is required.
  • A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.


    Work Experience

  • A minimum of 2 years of progressively responsible professional experience in accounting, finance, budget is required.

  • Experience working with United Nations Financial Rules and Regulations and Staff Rules or those of a similar international organization is desirable.

  • Experience in processing, verifying or reconciling accounts related to payroll, disbursements or
    accounts payable experience is desirable.

  • Supervisory experience is desirable.

  • Experience in database management and financial systems is desirable.

  • Experience using an ERP system, such as Umoja/SAP, is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
