Org. Setting and Reporting

  • This position is located in the Regional Office for Eastern Africa (ROEA) of the United Nations Office on Drugs and Crime (UNODC) in Nairobi, Kenya. The incumbent will work under the direct supervision of the Programme Management Officer heading the Transnational Organized Crime, Illicit Trafficking, and Terrorism Prevention Programme for Eastern Africa, the overall guidance of the UNODC Representative for Eastern Africa (ROEA), and the substantive guidance of the Chief of the Implementation Support Section (ISS) II, Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA) at UNODC headquarters in Vienna, Austria.

    Responsibilities

  • Within the assigned authority, and in the framework of the UNODC Regional Programme for Eastern Africa (2016-2022) and its sub-programme for Terrorism Prevention, the incumbent will support the coordination and assist in the implementation of capacity building projects within the framework of UNODC technical assistance aimed at strengthening the capacities of criminal justice and law enforcement officers to prevent and counter terrorism, violent extremism and the nexus with transnational organized crime in Eastern Africa. The incumbent will be responsible for the following specific duties:

    • Assist with conceptualizing, planning, organizing and implementing technical and capacity building assistance activities for Eastern Africa, aimed at strengthening the capacities of criminal justice practitioners to prevent and counter terrorism.

    • Contribute to the overall programme coordination and management of capacity building projects; assist with the preparation or revision of programme or project documents, budget, work plans and reports, including project activity reports and project evaluation reports; assist with monitoring and analyzing specific aspects of programme; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions.

    • Assist with the substantive development of threat analysis and training needs assessments, including thematic research papers on relevant terrorism-related trends and related criminal justice challenges in Eastern Africa, at the regional and national levels, to enable a better understanding of the nature of the current terrorism threat and targeted areas of assistance.

    • Support the development of project proposals for the countries under his/her purview, including consultations with relevant international regional and national stakeholders, entities and Non-Governmental Organizations (NGOs) and ensuring that each proposal is based on the stated needs of the beneficiary countries, and contributing to the preparation of project proposal narratives and budgets.

    • Support cooperation and coordination with headquarters, other field offices and other relevant entities on implementation arrangements, potential partners and detailed specifications for programme activities on preventing and countering terrorism, including the nexus with transnational organized crime.

    • Contribute to the preparation of various substantive written outputs, including background papers, briefing material/notes, analytical notes, reports and studies, inputs to publications and, as required, official correspondence of the Office. Make presentations, as needed, on assigned topics.

    • Contribute to programmatic and administrative tasks necessary for the functioning of the Office, such as coordination of the preparation of the workplans, programme monitoring and programme reporting on the work of the Office.

    • Undertake travel as it may be required.

    • Perform other work-related duties as required.

    Competencies

  • Professionalism: Has knowledge of policies and practices in crime prevention and criminal justice as well as the mandates of the United Nations Office on Drugs and Crime.
    Has knowledge of programme and project management in the field of criminal justice responses to terrorism. Has knowledge and understanding of theories, concepts and approaches relevant to preventing and countering terrorism and violent extremism, including gender dimensions of criminal justice responses to terrorism and its links with transnational organized crime. Is able to identify issues, analyze and participate in the resolution of issues/problems. Has conceptual analytical and evaluative skills to conduct independent research and analysis, using various research sources, including electronic sources on the internet, intranet, and other databases.

  • Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

    Education

  • An advanced university degree (Master’s degree or equivalent) in political science, international relations, international law, or related fields is required.

  • A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

    Work Experience

  • A minimum of two years of relevant progressively responsible professional experience in programme management relevant to crime prevention and criminal justice issues OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

  • Work experience in assisting in the implementation of technical assistance projects is required.

  • One year of professional work experience in programme formulation and implementation of capacity building projects on criminal justice responses to terrorism, including their gender dimensions, is desirable.

  • Work experience in organizing meetings, conferences, workshops, seminars, webinars, including their substantive, logistic, communication and administrative aspects, is desirable.

  • Work experience within the United Nations system or a similar international organization is desirable.

  • Work experience in the Eastern Africa region is desirable

    Languages

  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations language is an advantage.
