UNICEF Supply Division (SD) leads the global supply function in UNICEF, delivering supplies and services for children. Of these supplies a large portion comes through the channel of Procurement Services (PS), where UNICEF procures and delivers on behalf of partners.
Procurement Services Centre (PSC) is responsible for general policy oversight on Procurement Services, Procurement Services activities and providing partnership, co-ordination and monitoring support to Supply Division Centers and Country Offices working on Procurement Services activities.
In view of the recent development of exciting partnerships, vis-à-vis UNICEF’s Supply Function’s support to African Union (AU) Member States, including via UNICEF’s Procurement Services function, a Supply Hub is required to provide support on AU and Africa CDC but also cross-regional support beyond Africa. Supply Hub focusing on supporting global, regional supply and logistics initiatives which are linked to:
The Africa CDC and African Vaccine Acquisition Trust (AVAT)
Regional pharmaceutical production, procurement and delivery particularly on the African continent will require strong collaboration with partners
Systems strengthening of national supply chain systems
Through strong collaboration with UNICEF Regional Office, Regional Supply Advisors and Supply Hub will support strategic procurement services for governments’ efforts to strengthen their supply chains, increase domestic and domestically-mobilized financing and support improved market dynamics, including a strengthened local supplier base which complements domestic sources and further enables improved access.
It is expected the hub creation, the strong collaboration with Regional Offices and African government on these matters will be leading to greater resilience from future global supply chain disruptions, faster response to emergencies, increased supply security by reducing over-reliance and increasing global geographic diversity of supplier base, enhanced efficiencies, economic advantage for LMICs.
How can you make a difference?The Procurement Services Manager (Addis Ababa) with the support from the Senior Advisor, Supply, will lead Procurement Services and Market Shaping activities with AU/Africa CDC and will work in collaboration with PSC, COs, ESARO, WCARO, MENARO, the UNICEF Office of the AU-ECA, Program Group immunization Supply Chain Unit as well as with other centers in Supply Division to provide leadership and support at the different phases of procurement planning, transactions, implementation and monitoring and having oversight of all operational aspects falling under Procurement Services linked to with AU/Africa CDC as well as other regional initiatives.
This position is based in Supply Division and outposted to Addis Ababa, Ethiopia focusing on the design and execution of Procurement Services (PS) transactions and initiatives in Africa and reports to the Senior Advisor, Supply, Addis Ababa (P-5).
Summary of key functions/accountabilities:Strengthen Procurement Services related activities and relationships with AU partners on-the-ground, focusing on upstream procurement and logistics topics across the broad PS supported commodities and services as well as support to AfCDC work around emerging and reemerging public health emergencies or other collaborations with AfCDC, including but not limited to ongoing initiatives (e.g., the Africa CDC-Mastercard Foundation Saving Lives and Livelihoods (SLL) initiative; Africa Vaccine Acquisition Trust Initiative; Partnership for Africa
Vaccine Manufacturing) etc.
Work with the AU/Africa CDC Procurement, Emergency Preparedness and Response, PAVM, Partnership Management and SLL Partnership Management Teams (or other teams within AfCDC) on areas related to Procurement and Supply, including but not limited to forecasting, liaising with SD contracting and technical colleagues, implementation and monitoring. Identify and internally-share potential opportunities for further UNICEF-AfCDC engagement.
Serve as active member to existing and developing AU/ AfCDC Supply and Procurement and Market Shaping technical working groups.
Leverage vaccine procurement experience and knowledge of UNICEF processes and procedures to support AfCDC make progress on its Framework For Action (FFA) for the Partnership for African Vaccine Manufacturing (PAVM) pillars 1 and 2. This may include, in consultation with SD procurement centres, providing procurement guidance.
Manage engagement and expectations on UNICEF role in end-to-end supply chain, including but not limited to the efficient and effective operationalization of the AVAT, Mastercard Foundation, and other priority procurement areas between the African Union and UNICEF, as well as future areas of collaborative work.
Facilitate conversations with AfCDC and other partners on feasible procurement approaches.
Leads efforts to educate partners about UNICEF procurement services; identifies and acts upon opportunities to position UNICEF PS as a means to support objectives or accomplish desired outcomes; and leads in the conceptualization and design of AU procurement initiatives and projects, especially from an operational perspective.
Ensures and provides support and guidance to AU/ Africa CDC on PS planning, processes and transactions through regular communications and workshops and visits.
Supports Senior Advisor, Supply (Addis Ababa) and Procurement Services Centre leadership in AU/Africa CDC Partnership management representing and contributing on PS from an operational perspective.

To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in in business administration, finance, project management, finance or law.
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
A minimum of eight years of progressively responsible work experience in business administration, procurement or related field.
Proven expertise in project management related to the international public and commercial sector.
Knowledge of Public Procurement principles.
Experience / knowledge of IFI and international donor mandates, structures and procedures in the development area, particularly knowledge of procurement procedures for supplies and services (invitations to tender, bid preparation, evaluation).
Experience in management of complex (multi-year, multi-country, multi-party) projects, resource mobilization experience, supply and transport management experience, and field postings are an asset.
Knowledge and experience of Procurement Services processes and guidelines.
UN experience desirable.
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
