Purpose of the Assignment

The incumbent will be responsible for supporting the designing, implementation and monitoring of UNICEF financed school infrastructural investments in Tigray, and Benishangul-Gumuz regions.

The key purpose of the assignment is to ensure adequate quality assurance so as to meet organizational and national infrastructural standards.

Responsibilities

Specific Tasks of Consultant

The incumbent will:

  • Assure timely and rigorous quality assurance by conducting real time monitoring through ‘on site’ presence in the refugee camps, host communities, as and whenever key activities are being implemented.
  • Liaise with relevant UNICEF staff in Addis Ababa and Field Offices, the relevant government ministries/local authorities on construction related issues/statutory approvals;
  • Work closely with the Project Management Consultants or technical personnel assigned either from the government ministries/local authorities or, construction contractors, consultants, sub- contractors of the implementing partners to advise on appropriateness of specifications, working drawings, materials and workmanship; and quality of construction materials used
  • Identify problems and propose remedial actions and alternative courses of action to accelerate/improve project delivery;
  • Monitor the working conditions and be aware of problems that might arise, and institute new methods to help the work to be done more rapidly and safely whilst maintaining quality of work;
  • Ensure that the project plans, layout plans, architectural/structural drawings or sketches are well understood by the project management consultants or technical personnel assigned either from the government ministries/local authorities or implementing partners, construction contractor, sub constructors and/or consultants.
  • Provide project implementation guidelines and give feedback on technical matters; Identify problems (if any) and propose remedial actions in consultation with UNICEF Education Construction Specialist
  • Regular visit of the construction sites to review the overall performance of the contractors, sub-contractors and consultants and report to UNICEF Education Construction Specialist and /or education specialist on the issues or disputes between contractor/consultant or with any of the external stakeholders/partners;
  • Monitor and evaluate progress of construction projects against agreed time lines/ planned progress vis-a-vis deliverables/work programs,
  • Regular reports to the UNICEF Education Construction Specialist on the overall progress of the construction contracts, variance between achieved/planned and propose solutions to enhance the progress.
  • Ensure detailed records including soft and hard folders are kept of all construction activities, enabling real-time tracking of construction progress;
  • Organize bi-weekly performance review meetings with Project Management Contractor, Construction Contractor, UNICEF ECO and Field Office to review construction progress
  • Work closely with UNICEF National Construction Engineer and consultancy firm Dtwins to ensure that all on-going construction projects are being implemented in line with approved work schedule, BOQs, drawings and technical
    specifications.
    Methodology
  • The incumbent will assist by providing technical inputs, conducting technical monitoring/supervision and addressing gaps identified in the implementation of construction work;
  • Conducting on site M&E of construction work, liaising with key sector partners and counterparts including FOs, REBs/WEOs, ARRA, UNHCR, I/NGOs; and engaging beneficiary communities through transparent and inclusive methodologies.

    Expected Deliverables
  • Monthly plans and progress report on the following aspects
  • Monthly field monitoring plans with details of site and dates for the visits.
  • Quality control/assurance Key Performance Indicators (KPIs) developed for all construction structures supported by UNICEF Ethiopia
  • Quality control and assurance monitoring plan developed
  • Joint construction plan with all construction partners developed;
  • Ensure the quality and standards of the construction of school classrooms and educational infrastructure in Assosa, Tigray particularly and other regions i.e. Gambella, Afar and Somali on required basses.
  • Monthly written progress report on the implementation of construction work including quality assessment based on joint construction plan and on progress of quality assurance monitoring plan.
  • Monthly reports to include problems encountered;
  • Remedial measures taken on problems encountered;
  • Pictures of the construction showing the monthly progress made by site;
  • Financial overview and monitoring sheet of the construction and Project;
  • Minutes of Bi-weekly review meetings with Project Management Contractor, Construction Contractor, UNICEF ECO and Field Office to review construction progress

    Payment Modality:
  • Payment will be made on monthly basses based on the satisfactory completion of above deliverables.
  • The consultant will be required to submit monthly progress report with payment invoice to immediate supervisor for the approval and further processing.

    Reporting
  • Daily/Weekly/Monthly Progress Report on an approved format to be submitted to UNICEF
  • Education Construction Specialist copying
  • Education Specialist highlighting the physical/financial progress of on-going construction projects, bottlenecks/ challenges, hampering the progress (if any) and proposed remedial measures.

    Qualifications
  • A first University Degree in Civil Engineering, Building Construction, architecture or other relevant technical area in a relevant field.
  • A minimum of 8 Eight of relevant professional experience
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese,
  • French, Russian or Spanish) or a local language is an asset.
