BackgroundThe armed conflict in northern Ethiopia which started in November 2019 in Tigray Region and later spilled over to Amhara and Afar in mid-2020 resulted in increased humanitarian needs, primarily due to large-scale displacements .
According to the Northern Ethiopia Humanitarian Update Situation Report, 16 Dec 2021 update by OCHA, over 2.1 million people were displaced across 695 sites in Tigray, Amhara and Afar regions as of the end of July 2021.
This includes 1.8 million people in Tigray, more than 151,000 people in Amhara and more than 149,000 people in Afar. Adding to this, more than 391,000 people were displaced in Amhara during August and September, bringing the regional total to more than 542,000 internally displaced people (IDP) as of September.
Since September, the number of IDPs in Afar and Amhara have notably increased due to increased hostilities, but the exact numbers have not been verified due to the fluidity of movements and access constraints.
The health situation in Afar regions was even deteriorated before the conflict due to its vast geography, weather conditions, and the nomadic nature of the population.
The spillover of the conflict has further deteriorated the health system in Afar with damage to 80 per cent of the health infrastructure according to the estimates made by the RHB Afar. According to the estimates, 1 hospital, 21 health centers, and 52 health posts were compromised to provide services due to damage and looting.
Before the conflict, UNICEF was supporting 20 MHNTs to cover the basic health needs of the population as part of routine services delivery and due to massive damage to the health system, UNICEF was able to further scale up the MHNT operation to 36 along with provision of essential medical and nutrition supplies for the static health facilities.
Justification and purposeThe conflict has caused massive displacement in the region and huge damage to the health infrastructure (health centers and health posts). As a response MHNT remains the key strategy to provide emergency health and nutrition services the host and displaced communities .
Currently, there are 5 emergency nutrition officers, and 3 health technical consultants are supporting the MHNTs operation in 5 zones. This structure was established before the conflict and to coordinate the operation of 20 MHNTs for the regular services delivery .
Due to conflict the MHNT operation has been scaled up to 36 teams now. There is a need to coordinate the MHNTs operation, coordinate the needs and reorientation in the event of movement of IDPs, continuous assessment of the situation, support the strengthen and operationalize the existing health facilities, and overall technical support the zonal consultants and teams for better provision of health and nutrition services.
Specific TasksUnder the guidance of Afar Field Office Health and Nutrition focal person, the Zonal emergency consultants will:
Review and update the detailed plan of the MHNTs operation in the region and develop detailed schedule for the MHNTs (with date and location) on monthly basis
Review and update targets for both health and nutrition interventions (immunization, screening, maternal health, and for newborn)
Allocate monthly/quarterly targets for the MHNT with monthly review of the progress and feedback to the teams
Continuous assessment and situation analysis for health and nutrition
Coordinate and assess the needs of displaced population and their movement include the return of the displaced population Operationalization of the Health Facilities
and Woreda Health Offices where possible and regularly share information with Health and Nutrition focal person in Semera FO
Review DHIS or any other temporary system for data management for Health and Nutrition with periodic verification of the data reported
Support the start of routine immunization services
Attend multisectoral coordination meetings and provide technical input on the humanitarian response,
Coordinate and monitor emergency Health and Nutrition interventions with focus on the most vulnerable groups and the children (assessment, prioritization, reporting)
Working in collaboration with zonal and woreda authorities and NGO partners, strengthen Primary Health care system through deployment of MHNTs,
Trainings for the health workers for MHNTs and Health Facilities and provide regular on the job support
Provide regular updates to UNICEF field office detailing the current health situation, status of cluster activities, and the status of UNICEF supported interventions,
Provide additional technical support to woreda Health offices and NGOs as requested through the UNICEF field office especially in capacity building, compiling weekly progress updates and convening of coordination meetings as required,
Lead the development of appropriate Health interventions, outbreak control and response with contingency plans and support immediate actions relating to the plans.
Integrate psychosocial (PSS) and mental health support, Prevention of Sexual Exploitation and Abuse (PSEA), and Gender Based Violence in Emergencies (GBViE) with the MHNT operation
Integration of health and nutrition activities with other sectors (specifically WASH and Child Protection)
Supervise Emergency Nutrition Officers and Health consultants
Perform any additional assignments provided by immediate .
Expected Deliverables
Submit weekly progress report and coordination meetings minutes to UNICEF Afar FO
Prepare and share emergency assessment reports,
Monitor supplies requirement, update stock status and ensure smooth distribution and utilization of supplies in timely manner,
Weekly reports including summary of progress made against activities set out in work plan, identification of key challenges, bottlenecks, and recommended actions to be taken.
Inputs on preparation of quality and timely donor reports.
Monthly report with updates on progress against the set targets and plan for the next month.
Methodology
The MHNT coordinator will be hired through ABH. S/he will be based in Semera, with significant time spent with woreda Health bureaus and frequent travel to health facilities and MHNT locations for training, mentoring, reviewing meeting, field program monitoring visit and coordination.
Contract Duration
The initial duration of the MHNT coordinator will be for 12 months (15 June 2022 - 15 June 2023).
Reporting
Weekly and monthly progress report to Health Officer in FO.
The consultants will prepare and submit to UNICEF a comprehensive trip report detailing the following activities :
Dates and place of travel
Major development , critical gaps, action taken and recommendation
Payment
Payment will be monthly upon a satisfactory performance and approval by Health Officer
Job Requirements
Expected background and Experience
The MHNT Coordinator must meet the following criteria:
Education level:
University degree (MPH) or higher Degree in
Health-related field with public health background.
Experience in situation analysis, capacity building, monitoring and evaluation, preferably experience in the area of emergency health and nutrition interventions,
Good background on Disaster Risk Management/Reduction (ORR) and resilience building operations,
Skills in report writing, data compilation and analysis using computer data base.
Being computer literate is strongly needed (Microsoft office application)
Being Knowledgeable about the region, zones and woredas is of great asset.
Have the ability to speak and read English and speak the local language as the position require to closely work with the communities.
Work Experience:
Minimum of 5 years of professional work experience at the regional/woreda level in coordination, planning, programming, implementation monitoring and evaluation of public health and nutrition emergency programmes.
