Background
Partnerships with civil society play a vital role in delivering results for children. At  global and regional and CO level, collaboration with civil society organizations (CSOs) is guided by the priorities and results defined in the UNICEF Strategic Plan and the Strategic Framework for Partnership and Collaborative Relationships.
As of November 2018, UNICEF South Sudan Country Office has active partnership 143 partners for which 73 have been signed with National NGOS and 61 with International NGO across the country.
UNICEF South Sudan CO has been working throughout 2018 to improve its partnership processes in response to the internal reviews processes as well as per partners request.
For the new Country Programme (2019-2021) UNICEF South Sudan Country Office has identified as priority the need to improve office management processes and has included as priority in the 2019 Annual Management Plan (AMP).
Activities, Tasks, Deliverable

Conduct a consultation meeting with the SSD NGO forum to identify the CSOs level of understanding of UNICEF partnerships principles and identify misconceptions related to the partnerships in SSD.
Delivery the training in Juba and 4 Field Offices (Wau, Bor, Malakal, Bentiu) to UNICEF staff and Implementing partners staff in the indicated locations.
A comprehensive report detailing the methodology and, conclusions/recommendations include in the report the major areas of different perceptions amount UNICEF and partners to allow UNICEF South Sudan Country Office to continue reinforcing the partnership principles through several approaches to be identified/proposed by the consultant.
The report structure will be agreed prior to drafting the contents.
Documentation of the training process including challenges and lessons learnt should form part of the report.
Deliver a detailed teambuilding training package including the tentative agenda of the training.
Qualifications, Specialized Experience
Post-graduate degree in Social Sciences, Development Studies, or relevant field.
Minimum of 10 years of progressively responsible professional work experience in programme operational development and implementation.
Practical experience in oversight or delivering trainings on UN partnership procedures and policies is an asset.
Experience with developing and/or delivery training session to a large audience with different level of perceptions and cultural backgrounds.
Awareness of UNICEF CSO and HACT procedures and policies.
Ability to engage effectively with programme staff based in Juba and field staff, NNGOs and INGOs in the landscape of South Sudan.
Prior experience working with UNICEF/UN is a strong asset.
Strong interpersonal, networking and communication skills needed, including the ability to generate clear and concise reports and communicate content effectively orally.
Effective methodology and organizational skills and ability to multi-task and handle work in an efficient and timely manner.
Conditions of Work
Payment is based is based on completion of the deliverables.
Based on changing requirements or additional support
required, the duration of assignment can be extended with mutual agreement and revised Terms of Reference.
Both parties can terminate the contact with one month written notice starting on the first day of the month, however, in case of poor performance the contract can be terminated with immediate effect.
The consultant will be required to sign the Health statement for the consultants/individual contracts prior to the assignment, and to document that they have the appropriate health insurance.
The consultant will comply with UN security rules and regulations.
Payment of the fees to the consultant will be dependent on the completion of deliverables as well as hand-over notes and submission of a consultancy Performance Evaluation Report (PER).
Policy both parties should be aware that:
No contract may commence unless the contract is signed by both UNICEF and the consultant.
The consultant is not entitled to payment of overtime.
All remuneration must be within the contract agreement.
The consultant will not have supervisory responsibilities or authority on UNICEF budget.
The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant
Travel Clause
All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.
All travels shall be undertaken only upon the prior written approval by UNICEF.
The eligible maximum amount for travel is specified in the contract.
The consultant is responsible for his/her for travel arrangements. The most economic and direct route is authorized.
Travel costs will be reimbursed after the completion of mission. UNICEF will pay the applicable DSA rate and other travel related expenses upon submission of the invoice together with the supporting documentation.
Nature of Penalty Clause in Contract
If the final reports and documents are not submitted according to the deliverables stated in this TOR, the payments will be withheld.
UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines (fees reduced due to late submission: 20 days - 10%; 1 month -20%; 2 months -30%; more 2 months – payment withhold).
All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.
