Scope of Work
The overall objective of the position is to provide technical leadership to the development of the education sector of Kalobeyei, and to support humanitarian education programming in Kakuma and surrounding host communities as appropriate.
Specifically, the Education Consultant under the guidance of the UNICEF Kenya Chief of Education will:
Support county-level planning of education services in Kalobeyei (assessment, consultations, capacity development, monitoring, policy implementation).
Coordinate and monitor the establishment of learning spaces at the ECD, primary and secondary level according to national standards.
Advocate for government ownership of the process at the county level including the identification of key institutions in the planning, implementation and monitoringprocess, and strengthening the governance structures (existing and required) to sustain education services in the settlement.
Ensure community engagement and participation in the planning, implementation and monitoring of the action taking into account the local circumstances and the integration needs of the refugees and the host communities.
Ensure that the development of education services in Kalobeyei does not take place in isolation from the development plan of Turkana and the rest of Kenya, and that the linkage is maintained with humanitarian programming in Kakuma refugee camp.
Promote and adapt the principles of conflict and risk informed programming in the design, implementation and monitoring of the programme.
Support short-term humanitarian response activities in Kakuma, as required.
Continuously assess and monitor the changing dynamics (social, economic, political) to ensure UNICEF’s intervention remains relevant and effective.
Prepare and share periodic situation analysis of the education status in Kalobeyei and Kakuma including regular collection and analysis of education data and indicators.
Provide inputs in the donor reports and proposals as per the need.
Reporting and work relationships
The Education Consultant will work under the remote and direct general supervision of the Chief of Education based in Nairobi, and in close technical collaboration with the designate Education Specialist also based in Nairobi.
The consultant will maintain a close working relationship with UNHCR Kakuma office.
The Consultant will share the relevant updates provided by UNHCR and other operational agencies in Kakuma and Kalobeyei with the Chief Field Office in UNICEF Lodwar office whenever relevant and appropriate.
AWP areas covered
Improved Early Learning and Basic Education:
By 2022, an increased proportion of children aged 0 to 18,
especially girls from most disadvantaged counties, informal settlements and those affected by humanitarian crisis, access quality gender sensitive early child development and primary education services, with increased transition into secondary education.
Government and non-government partners adopt risk-informed approaches to emergency preparedness, planning and response to the humanitarian needs of the education sector.
Desired Background and Experience
Education:
Master’s degree in a relevant discipline (Education, Social Sciences, etc.)
A first University degree in a relevant field combined with (2) additional years of professional experience may be accepted in lieu of an advanced university degree.
Work experience:
5 years of progressively responsible professional work experience in programme planning and management in the field operations
Languages required:
Fluency in English and Kiswahili
Other skills and attributes:
Demonstrable technical expertise in promotng nexus between humanitarian and developmental programming, early recovery and post crisis transition in EiE.
Understanding of national and international targets (SDGs/EFAs), the Kenya Education system
Experience of working with national and sub-national government
Experience of working in ASAL counties
Experience in data analysis and strategy development
Demonstrate skills in partnership building, networking, advocacy
Ability to facilitate and organize trainings
Commitment to continuous learning for professional development
Demonstrate ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization.

Administrative Information
Consultant needs to be based in Kakuma, Turkana and may travel maximum once in two months to Nairobi or Lodwar for 2-3 days for meeting.
All cost needs to be inclusive for work, travel and other necessary expected expense.
UNICEF to provide a laptop computer, UNICEF email address, and transportation in Kalobeyei area only if relevant to carry out the tasks defined in the TOR.
All applications must include an all-inclusive financial proposal(including fee, travel and misc expenses) to carry out the work in this TOR.
