Purpose
To provide technical assistance, coordinate, and monitor the implementation of the four operational research activities and the NNP evaluation as well as supporting implementation and monitoring of Annual Work Plan Implementation.
How can you make a difference?
The Main Responsibilities of the Post are:
Coordinating Operational Research Establishment of Program Delivery Unit(PDU)
Develop TOR for the operational researched and facilitate review by Nutrition Research Advisor Counsel of the FMOH and comments are incorporated.
Facilitate recruitment of consultancy firms and being focal person for review technical and financial proposal for selection of consultancy services.
Ensure operational research tool is reviewed and comment incorporated.
Review inception report articulating the evaluation design, sampling methods and tools/instruments for the operational research and evaluation.
Ensure the final design of the operational research and evaluation approved by the Research Advisory Council and steering committee for the programme.
Supervise the training and data collection process of the operational researches and evaluation.
Monitoring of final operational research and evaluation report based on analysis and along with raw datasets with quality assurance using double data entry procedures.
Organize a workshop for reviewing the results of the operational research and evaluation and ensure all comments are addressed.
Monitor the design and printing of operational research and evaluation reports.
Facilitate the dissemination of operational research and evaluation findings.
Support Unified Nutrition Information System (UNISE)
Facilitate evidence-informed decision making in nutrition using available and timely multi-sectoral data through a multi-sectoral information platform named the Unified Nutrition Information System in Ethiopia (UNISE).
Support and follow up the rollout of UNISE in target woredas and documentation of lesson learned.
Organize a forum for sharing experience from UNISE implementation in target woredas.
Support nutrition information systems, and monitoring and quality assurance components of NNP implementation.
Support Multisectoral Coordination and Monitoring and Evaluation systems
Support and monitor the functioning of the regional Food and Nutrition Program Coordination Units.
Identify and leverage experiences on multi-sectoral coordination of nutrition data both within the region and national level.
Share learnings from the regional Food and Nutrition Coordination Unit
Develop a strategy for monitoring, evaluation and learning capacity assessment and capacity building to deepen multi-sectoral nutrition data use for decision making.
Initiate a regional Food and Nutrition program delivery of community of practice that would encourage sharing of learnings and development of a learning culture across other regions PDU and partners involved in implementing multisectoral nutrition programming.
Follow-up, supervise and monitor implementation of Annual Work Plan with
the Federal Ministry of Health;
Ensure timely transfer of cash to FMoH and follow-up quarterly disbursement and liquidation of cash received with FMoH Nutrition case team, finance and Partnership and coordination teams.
Verify Nutrition project expenditures are within allotments and that data is consistent with the project information and database.
Follow up on queries or initiate corrective action on discrepancies.
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in nutrition, food security, agriculture, public health, or social sciences
A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
A minimum of Five (5) Years of relevant professional experience in Nutrition.
Detailed understanding of the National Food and Nutrition program and related initiatives response to child undernutrition.
Good understanding of the ‘Seqota’ Declaration and the Government of Ethiopia response to child undernutrition will be an advantage;
Experience with qualitative and quantitative research, and study design and implementation, preferably in nutrition.
Experience working with UN Agencies, INGOs, other development agencies, or universities will be an advantage.
Ability to multi-task and work under pressure with attention to detail.
Ability to think critically and analytically to draw sound conclusions based on evidence and data.
Proven track record of building and maintaining strategic relationships, influencing complex processes, working in partnership is essential.
Proven track record of designing, appraising and implementing M&E systems is highly desirable.
Experience leading technical working groups and participating in M&E forums.
Experience presenting and sharing research and evidence findings in a range of fora.
Excellent written and spoken communication skills
Proficiency in the use of Microsoft Office Suite.
Developing country work experience and/or familiarity with an emergency is considered an asset.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
