Background and Justification

The COVID-19 pandemic and related disruptions, have placed enormous strain on health systems and contributed to nearly 67 million children missing out on life saving vaccines globally, and 48 million - East and Southern Africa (ESA) is the region with the second largest number of missed and zero-dose children.

Furthermore, six twenty countries with the greatest burden of zero-dose children are in ESA. The Zero dose agenda is prioritized under the Regional Collaboration for Children (C4C) as part of the UNICEF Regional Office Management Plan 2022-2025.

These include the two Regional Flagships (Learning and skills for all children and adolescents and Climate resilience, adaptation and children), which set themselves apart by the urgency and the transformational potential in all ESAR countries, and five Focus Areas, which represent areas for child rights that require continued and accelerated efforts in most countries or in a cluster of countries.

The five focus areas are: Addressing maternal, neonatal and under-five mortality through primary health care; Reducing stunting in early childhood; Ending violence against girls, boys and women; Ending AIDS among children and adolescents, while improving sexual and reproductive health and rights (SRHR); Expanding national cash transfer programmes and cash-plus approaches to address multidimensional child poverty.

The UNICEF Social and Behavior Change programme is at the forefront of delivering social and behavior change results across the C4Cs, through different type of SBC and community engagement programmes and approaches.

Key elements of success include ensuring that internal SBC KM platforms and systems are established and maintained to ensure that ESAR COs can effectively access existing guidance and tools when need be and that lessons learned and best practices are consistently captured and shared so that all ESAR COs can fully benefit from other countries experience.

Scope of Work

Goal and Objective

Under the supervision of the SBC Specialist for Immunization and Health, the consultant will provide technical assistance in all aspects of SBC knowledge management, ensuring that existing platforms are user-friendly, complete and timely updated, and that information is adequately and timely disseminated both within ESARO and UNICEF HQ.

The objectives of the consultancy are:

  • Improvement of the structure and content of the existing SBC repository of key documentation across the different Regional Priorities or C4Cs.

  • Expand and implement of the structure and content of the existing Demand TWG KM site to support the new focus on equity and routine immunization programme recovery

  • Support documentation of SBC interventions, best practices and human-interest stories

  • Prepare and disseminate the ESAR SBC Newsletter and ESAR Immunization Newsletter

  • Maintain the regional fund tracking tool and showcase available SBC human and financial resources in ESARO

  • Support KM capacity building and provide KM assistance to SBC teams at Country Offices in ESAR

  • Support the organization and facilitation of the regional SBC catch-up meetings and knowledge exchange events on priority topics for internal audiences and partners.

    Activities and Tasks:

    Improvement of the structure and content of the existing SBC knowledge hub

  • Get acquainted with the HQ SBC sharepoint structure and content of the existing repository of key documentation to create links between the global and regional SBC knowledge hub

  • Propose an update the existing knowledge hub to capture key SBC transition documents and align with HQ SBC sharepoint

  • Implement agreed improvements on the existing repository and documents Upload any relevant documents shared by ESARO SBC team and COs Ensure that monitoring and tracking forms are updated

  • Develop a user manual for the knowledge hub

    Expand and implement of the structure and content of the existing Demand TWG KM site to support the new focus on equity and routine immunization programme recovery

  • Take stock of the existing Demand TWG site documents, and produce a user-friendly site map to orient new members

  • Propose a user-friendly structure of the repository that supports the
    shift to routine immunization programme recovery

  • Implement agreed improvements on the existing repository and documents.

  • Support documentation of TWG meetings and output, uploading relevant documents shared by ESAR and partners per new structure

  • Facilitate the gathering, monitoring and tracking of associated behavioural and social data for presentation and onward sharing with WHO AFRO for inclusion in their dashboard

  • Propose new visualization of available SBC data for the KM hub in line with the Caregiver Journey.

    Support documentation of SBC interventions, best practices and human-interest stories

  • Support the identification of CO SBC interventions for addressing zero-dose, introducing new vaccines, Covid-19 lessons-learned, best practices and human-interest stories

  • Support CO in the writing SBC intervention documentation, Covid-19 lessons-learned, best practices and human-interest stories to be showcased in various KM and dissemination channels such as SBC Works!

  • Identify possible platforms to disseminate ESARO and CO SBC documentation, Covid-19 lessons-learned, best practices and human-interest stories externally

  • Share relevant SBC information with other ESARO-sections, especially Health / EPI

    Prepare and disseminate the ESAR SBC Newsletter and ESAR Immunization Newsletter

  • Track proposed CO contributions to the SBC quarterly newsletter

  • Track proposed CO contributions to the ESAR Immunization Newsletter

  • Support CO in the writing of human-interest stories to be showcased in the newsletter

    Maintain the regional fund tracking tool and showcase available SBC human and financial resources in ESARO

  • In collaboration with ESARO SBC focal point, liaise with CO to collect information on available SBC human and financial resources in ESAR

  • Collate and analyze the information provided by COs to finalize the 2023 and 2024 SBC at a Glance.

  • Showcase available SBC human and financial resources in ESARO

    Support KM capacity building and provide KM assistance to SBC teams at Country Offices in ESAR

  • Develop a short guide for COs with to support KM best practices

  • Prepare and offer KM internal consultation to launch KM best practices guide and orient CO colleagues

    Support the organization and facilitation of the regional SBC catch-up meetings and knowledge exchange events on priority topics for internal audiences and partners.

  • Support the identification of country and regional presentation for SBC catch meetings Prepare the agenda and compile presentations for regular catch-up meetings

  • Archive presentations in the appropriate knowledge hub to facilitate dissemination and continued discussion

    Payment Schedule

    Outline the payment schedule to be followed. The payment schedule should include the deadlines for the completion of tasks/activities (deliverables). The information may also be incorporated into the above sample table, as applicable.

    Indicate whether interim payments are linked to deliverables or whether payment is a lump sum on completion of deliverables. Indicate that payment is upon satisfactory completion of deliverables.

    Please note that the final remuneration will be negotiated by HR.

    Desired competencies, technical background and experience

    Education:

  • Social Science Degree or its equivalent is required;

    Work experience:

  • A minimum of 2 years of professional experience in Social and Behavior Change

    Technical knowledge:

  • Knowledge of the individual and social factors related to Social and Behavior Change, preferably but not necessarily in the region.

  • Proven skills in communication, networking, and tools development. Proven skills in knowledge management and dissemination

  • Proven ability to conceptualize, plan and execute ideas as well as ensure knowledge transfer. Strong writing skills.

    Language:

  • Oral and written proficiency in English. French and Portuguese are considered an asset.
