The current UNICEF Ethiopia Country Programme mid-2016 to mid-2020 supports the implementation of Ethiopia’s medium-term national development framework, the Growth and Transformation Plan II (GTP II) mid-2016 to mid-2020.

The Government of Ethiopia is currently developing a new national planning document (GTP III) to guide the country’s development efforts from 2020 to 2025.

To ensure programme continuity and alignment, UNICEF Ethiopia is currently contributing to the development of the new UNSDCF for mid-2020 to mid-2025 (formerly UNDAF) and preparing its new Country Programme for the same period.

As part of the new Country Programme development process, UNICEF Ethiopia is undertaking a number of analytical exercises to inform the design of the new Country Programme and guide UNICEF’s vision for effective partnerships to better realize the rights of children in Ethiopia.

The analytical work includes a Perception Study among UNICEF Ethiopia’s key partners and potential partners to understand their views with regard to UNICEF’s current strengths and weaknesses in terms of fulfilling children’s rights in Ethiopia (including in humanitarian settings);

Develop recommendations based on partners’ feedback in terms of UNICEF Ethiopia’s role and partnership strategy for realizing children’s rights for the new Country Programme 2020-2025.

Responsibilities

  • In order to ensure objectivity of the findings of above mentioned, UNICEF Ethiopia is recruiting an external consultant, or consultants with an institution or company, to undertake the Perception Study between July and August 2019. (Estimated duration of 6 weeks)

    Specific Tasks
  • The study will include both an online survey among approximately 100 development and humanitarian partners from the federal (35) and regional governments (25), multilateral and bilateral partners (25), NGOs (including youth-led groups) and foundations (15) as well as structured key informant interviews with approximately 30 partners.
  • UNICEF will provide the list of survey participants and interview partners and work collaboratively with the selected consultant/ or institution to design both the online survey and key informant structured interview guides.
  • Overall, the study will focus on partners’ assessment of UNICEF Ethiopia’s strengths, weaknesses and new or emerging opportunities in terms of its role and capacity to advance children’s rights and well-being in Ethiopia.
  • The study will also focus on UNICEF’s advocacy role and potential opportunities to strengthen its ability to convene partners and influence policies for children and inclusion of children in the country’s development agenda in light of the country’s changing political context.
  • The study will further look at partners’ perception with regard to UNICEF’s humanitarian profile in Ethiopia. Finally, the study aims to understand the perception of UNICEF among child and youth-led groups in Ethiopia

    Qualification, Specialized Experience and Additional Competencies Required
  • An advanced university degree (Master’s) in Sociology, International Development or related field
  • A minimum of ten (10) years of relevant experience, at the national and international levels
  • Fluency in English (written and verbal) is required

    Expertise and Experience
  • Proven experience in undertaken similar assignments
  • Knowledge of development cooperation strategies and modalities
  • Knowledge of the Ethiopian context is an advantage
  • Knowledge of UNICEF is an advantage

    Competencies
  • Good analytical, and verbal and written communication skills.
  • Demonstrated ability to work independently in a multi-cultural environment and establish harmonious and affective working relationships both within and outside the organization.
  • Under the consultancy agreements, payment is deliverable based as defined in the TOR.
  • All remuneration must be within the contract agreement.
  • No contract may commence unless the contract is signed by both UNICEF and the company/consultant.
  • For international company/consultants outside the duty station, signed contracts must be sent by fax or email
  • Unless authorized, UNICEF will buy the tickets for the company/consultant. In exceptional cases, the company/consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand
