How can you make a difference?
Under the guidance of the Chief of Section, responsible for the formulation, design, planning, implementing, monitoring and evaluation of HIV and AIDS project/programme(s), particularly PMTCT-Plus and Paediatric Care, to ensure overall efficiency and effectiveness of the project management, delivery and accomplishment of project goals and objectives
Main Tasks & Responsibilities
Collects and analyzes data for project planning, management, monitoring and evaluation purposes. Analyzes programme implementation reports and evaluates against established programme recommendations and plans of action. Reports outcome of analysis and proposes corrective actions to promote and increase access to HIV prevention, treatment, care and support services for mothers, children and adolescents living with HIV.
Promote the quality of rights-based HIV/AIDS projects and programmes through participation in the formulation of programme/project goals, strategies and approaches, informed by the outcome of the situation analysis. Brings coherence, synergy and added value to sectoral or project management processes using a results-based management approach to planning and design, implementation, monitoring and evaluation.
Takes primary responsibility for the development of the sectoral work plan and technical decisions as well as for project management, implementation and monitoring of assigned activity, in compliance with the defined project strategies and approaches. Conducts field visits to monitor programmes and conduct periodic programme reviews with Government counterparts and other partners. Makes recommendations for changes in programme work plans as required.
Promotes knowledge management by drafting or finalizing sectoral documents and reports such as the Country Programme Recommendation and Plans of Action as well as through orientation and training programmes targeted to Government authorities.
Ensures exchange of knowledge, information, experience or lessons learned; provides solid technical
recommendations on major programme directions and on introduction of new initiatives in the country.
Interacts with Government and other partners, NGOs, UN and bilateral agencies in the different stages of HIV and AIDS programme/project implementation.
Organizes and manages meetings and monitoring of the plans of professional and civil society/ private sector partners with the aim to promote and increase access to HIV prevention, treatment, care and support services for mothers, children and adolescents living with HIV.
Collaborate with communication experts/groups and provides technical guidance to appropriate communication and information strategies aimed at increasing coverage and effectiveness of HIV prevention, treatment, care and support services for mothers, children and adolescents living with HIV.
Coordinates with Operations and Supply Staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability.
Certifies disbursements of funds, monitors and submits financial status reports to the unit chief.
Ensures the accurate and timely input of project information in VISION, and issues status reports for monitoring and evaluation purposes, including donor reports.
Participates in the preparation of all programme reports for management, Board, budget reviews, programme analysis, annual reports, etc.
Deputizes the Chief of Section and represent the office at HIV related fora such as the Joint UN Team on AIDS and the Donor Coordinating Forum on HIV/AIDS.
Undertakes follow-up action and coordination related to programme implementation and monitoring.
To qualify as an advocate for every child you will have¦
Advanced university degree in Medicine, and / or Paediatric Health, Family Health, Public Health, Epidemiology
Specific expertise in HIV management, treatment and care programmes
Specific expertise in designing, scaling up and monitoring PMTCT programs
Specific expertise in PHC
