Purpose

The Health Officer will provide technical, operational and administrative assistance throughout the programming process for the health programme within GPAA and Jonglei State, from development to delivery of results, by preparing, executing, managing, and implementing a variety of technical and administrative programme tasks to facilitate programme development.

South Sudan’s child mortality and morbidity rates are high: under‐five mortality is 91 per 1,000 live births while neonatal mortality is 39 per 1,000 births; child malnutrition is severe, with underweight prevalence at 23 percent of children (UNICEF, 2016).

Maternal mortality is among the highest in the world, estimated at 789 per 100,000 births. Endemic diseases pose a heavy burden, particularly malaria, which accounts for 20–40 percent of all health facility visits.

The health care system particularly, in Jonglei State is extremely stretched: only about 40 percent of the population can access health care within a 5‐kilometer radius. Life expectancy of 56 years is low

UNICEF with funding from the Light Foundation is implementing the Boma Health Initiative (BHI), the government’s nationwide strategy to improve access to essential health services, standardize the package of community health services, strengthen linkages between communities and primary health facilities and improve community ownership and governance of health services.

It is intended to replace and harmonize the delivery of fragmented community health services which were previously supported by non-governmental organizations (NGOs) with funding from different donors.

The Light Foundation funding complements the COVID-19 Emergency Response and Health Systems Preparedness (CERHSP) Project in Jonglei and Upper Nile States funded by World Bank.

The Project activities includes preparedness and deployment of vaccines, delivery of essential health services in the states of Jonglei and Upper Nile, while developing Government capacity for health sector stewardship.

The project is entering the third phase (July 2022 – June 2024) with a clear commitment from all parties to boost the implementation and achieve better results and beyond.

An intensive supervision is needed to keep a close monitoring of implementing partner’s work on the ground while also providing the necessary technical support to boost the interventions of the two projects in Jonglei State.

The health officer will work closely with UNICEF teams in the country office and in Bor field office to ensure full support and adequate oversight of the two projects, while simultaneously ensuring timely implementation and high quality, high impact primary health care services, through robust coordination, capacity building, data/evidence gathering, and supportive supervision.

Main Responsibilities and Tasks

Support to programme development and planning

  • Conduct and update the situation analysis for the development, design, and management of health related programmes. Research and report on development trends (e.g. political social, economic, health) for higher management use to enhance programme management, efficiency, and delivery of results.

  • Contribute to the development and establishment of sectoral programme goals, objectives, strategies, and results-based planning through analysis of health needs and areas for intervention and submission of recommendations for priority and goal setting.

  • Provide technical and operational support throughout all stages of programming processes by executing and administering a variety of technical programme transactions, preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results based planning (RBM), and monitoring and evaluation of results.

  • Prepare required
    documentations and materials to facilitate the programme review and approval process.

    Programme Management, Monitoring and Delivery of Results

  • Work closely and collaboratively with colleagues and partners to discuss operational and implementation issues, provide solutions, recommendations, and/or to alert appropriate officials and stakeholders for higher-level intervention and decisions. Keep record of reports and assessments for easy reference and to capture and institutionalize lessons learned.

  • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts to assess programmes and to report on required action/interventions at the higher level of programme management.

  • Monitor and report on the use of sectoral programme resources (financial, administrative, and other assets), and verify compliance with approved allocation and goals, organizational rules, regulations, procedures, as well as donor commitments, standards of accountability, and integrity.

  • Report on issues identified during field monitoring and program reviews to ensure timely resolution by management and stakeholders. Follow up on unresolved issues to ensure resolution.

  • Prepare regular and mandated sectoral programme/project reports for management, donors, and partners to keep them informed of programme progress

  • Build and sustain effective close working partnerships with health sector government counterparts and national stakeholders through active sharing of information and knowledge to enhance programme implementation and build capacity of stakeholders to deliver concrete and sustainable results.

  • Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.

  • Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.

    Minimum Qualifications & Competencies

    Education

  • A university degree in one of the following fields is required: public health/nutrition, paediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field.

    Work Experience

  • A minimum of two years of professional experience in one or more of the following areas is required: Public Health/Nutrition Planning and Management, Maternal and Neonatal Health care, or Health Emergency/Humanitarian Preparedness.

  • Experience working in a developing country is considered as an asset.

  • Relevant experience in a UN system agency or organization is considered as an asset.

    Language Proficiency

  • Fluency in English is required. Knowledge of another official UN language (Arabic) or a local language is an asset.
