Responsibilities
Support to financial planning and management
Support Programme Manager and field based project team in preparing partner Programme Cooperation Agreements and Programme Documents, modifications and project budgets in accordance with UNICEF and donor guidelines.
Provide support to Programme Manager and Chief of Health in the collation of data and analysis of project financial information and Project Progress Reports.
Support the Programme Manager in maintaining the grants overview table of project with Income and expenditure/ disbursement, undisbursed balance vs. time remaining.
Support the Programme Manager in the development of new project proposal budgets and provide quality technical advice on budget templates and guidelines.
Support to financial Monitoring and Reporting
Ensure preparation of accurate, complete and timely financial reports (including reconciliations); co-ordinate the internal financial reporting deadlines and requirements for the programme.
This will include planning deadlines, formats for information and consolidation of financial data to ensure that donors receive reports on a timely basis and to a high level of quality.
Ensure compliance of project financial arrangements and reporting in line with UNICEF's and relevant donor regulations.
Monitor project budgets versus actual expenditure; ensure that expenditure recorded meets donor requirements for eligible expenditure items and that the level of documentation meets their specified requirements and advice on budget performance and, if applicable, suggest budget revisions.
Control of Accounts
Examine transactions (transfer, adjustments, reprogramming and liquidation) supporting documents to ensure the expenditure is broadly reasonable and in accordance with policy
Review on a monthly basis items of expenditure charged to the programme ensuring coding is correct and that any discrepancies are investigated and resolved.
Verify and quality control the cash requests submitted by implementing teams and project partners through UNICEF field team.
When tasked by Programme Manager or Chief of Health, undertake investigations or internal audit missions for programmes / projects.
Plan and monitor disbursements and control the appropriate use of sectoral programme resources
(financial, administrative and other assets) confirming compliance with organizational rules, donor commitments, standards of accountability and integrity and ensuring timely reporting and liquidation of resources.
Ensure effective, accurate and timely book-keeping of KFW and health section expenditure data into UNICEF financial system.
Design risk mitigation strategies in collaboration with the section team.
Ensure audits of the health programs are performed per UNICEF rules and regulations.
Knowledge Management and capacity building
Ensure that grant income and expenditure budgets and supporting documents for each project component are kept up to date.
Ensure compliance with closure of projects, including final financial reporting, external audit, and updating UNICEF financial accounts.
Periodically visit Puntland UNICEF office to provide on-site face to face support to the teams and the finance department of Puntland MoH.
Facilitate efficient communication and coordination between the sub-office, national and HQ finance teams.
Provide capacity building and onsite mentorship on financial management particularly to Ministry of Health.
To qualify as an advocate for every child you will have…
post:
University Degree in Financial Management, Accounting, Business Administration, Commerce, or any other relevant fields. (Required)
Three years experience in financial management and reporting, budgeting and accounting, and financial audits. (Required)
Experience in developing and executing project and programme budgets and scrutiny of financial reports. (Required)
Experience working with UNICEF or other UN agency (added advantage)
Experience in working for a humanitarian organization in a fragile country context. (Preferred)
Relevant accounting and audit qualifications e.g. CPA/ACCA/CIMA and membership to a professional Accounting body shall be an added advantage.
