UNICEF Malawi Country Programme (2019-2023) is aligned with the Government of Malawi’s Growth and Development Strategy (MDGS III) and the United Nations Development Assistance Framework (UNDAF). The programme supports the Government of Malawi to meet its commitment to respect, protect and fulfil children’s rights in line with international conventions and standards.

The country programme is guided by the principles of children’s rights, equity, gender equality, inclusion and resilience, and supports evidence-based, integrative and innovative programming. The vision is that ‘all girls and boys in Malawi, especially the most disadvantaged and deprived, realize their rights’.

The programme focuses on: early childhood (parenting, high-impact social services, early stimulation and learning), middle childhood and adolescence (learning, multi-sectoral services, active citizenship), communities (decentralized services and systems, community ownership, social norms), programme effectiveness (monitoring, evaluation, HACT, Innovation, Social Protection and Social Policy and External Communication.

The programme is based on ‘leaving no child behind’, realizing ‘rights for all children in Malawi’.

Because of the fourfold public health emergency (cholera, polio, floods and COVID-19) Malawi is currently facing, UNICEF Malawi Country Office is continuously strengthening and scaling-up multi-sectoral engagement, coordination and humanitarian response, including recovery, disaster risk reduction and prevention support to districts and the Government.

Given the urgency and scale of the needs and considering the complexity of the poly-crises, there is also an ongoing need to escalate presence in the affected areas for an effective response and recovery.

UNICEF Malawi has therefore identified the need for an Emergency Officer (Coordination) to support the prompt and adequate planning, coordination and implementation of response, recovery and preparedness efforts to address the affected areas

How can you make a difference?

The Malawi Country Office offers an exciting and rewarding career opportunity for you to join our dynamic Emergency team where you will be responsible for the technical contribution to the development, planning, implementation, monitoring and evaluation of the emergency interventions to advance the survival and well-being of children, mothers and affected communities in an emergency situation.

In your role, you will be under the overall guidance and supervision of Emergency Specialist (Coordination) and be temporarily based in Lilongwe with regular field travel to Blantyre and the affected districts, and with the further possibility of being outposted to Blantyre.

This job therefore presents a unique and significant opportunity for a qualified, vibrant,
motivated and committed person to contribute to the overall achievement of transformative results for children with professional excellence and by delivering on the following key responsibility areas, but not limited to:

  • Contribute to the formulation of emergency plans of action, contingency plans, and monitoring of compliance with plans of action, while ensuring plans addresses gender issues that may be expected to intensify during emergencies.

  • Effective analysis of available data and support the constant flow of information and communication crucial for the planning and implementation of emergencies responses.

  • Maintain timely delivery of assistance and supplies, identify urgent staffing requirements and the appropriate and effective use of UNICEF resources is monitored for effective project delivery.

  • Provide input and assistance in the implementation of emergency plans of action, workplans, emergency appeals, and in the mobilization of donor response and recovery/rehabilitation-related funding.

  • Collect and analyze lessons learnt from UNICEF's emergency operations experience for adoption of the best practices and standards for longer-term emergency interventions.

  • Ensure that disaster prevention, mitigation, preparedness and response strategies are mainstreamed in the country office's workplans.

    To qualify as an advocate for every child you will have…

    Education:

  • University degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines.

    Experience:

  • Two years of relevant professional work experience at the national and/or international levels in programme/project development, planning, implementation, monitoring, evaluation or administration.

  • Experience working in a developing country is required.

  • Background and/or familiarity with emergency is required.

  • Training/experience in emergency response management highly desirable.

  • Good understanding of data collection, data analysis and management in the context of humanitarian programmes

  • Software skills including GIS, MS Excel Pivot Function, PowerBI, Tableau or similar data visusalition tool

    Technical knowledge and skills:

  • UNICEF policies and strategy to address on national and international emergency issues, particularly relating to conflicts, natural disasters, and recovery is required.

  • Knowledge of global humanitarian issues, specifically relating to children and women, and the current UNICEF position and approaches is required.

  • Knowledge of the principle of gender parity and equality is required.

    Language:

  • Fluency in English, both strong verbal and written skills, is essential.
