Purpose:

To assess the overall government Monitoring and Evaluation Systems, functionality and use of Devinfo, the process of sector planning and monitoring and how the regional governments link the Monitoring and Evaluation systems in place with implementation and monitoring of the Growth and Transformation Plan.

The specific tasks to be performed in two selected regions (to be confirmed) include but are not limited to the following:

  • Assess the overall government Monitoring and Evaluation Systems
  • Assess the process of sector planning and monitoring and how the regional governments link the Monitoring and Evaluation systems in place with implementation and monitoring of the Growth and Transformation plan
  • Assess the capacity of government (both technically and financially) to undertake capacity building (training) on Monitoring and Evaluation, Devinfo user and Administrative database, basics of GIS (to utilize Devinfo) and other systems
    Specific to CSA
  • Assess the achievement of DevInfo at federal and regional levels (BoFED and Sector Bureaus of Health, Water and irrigation, Education, BoWCYA and Agriculture) thus far and UNICEF’s contribution to date
  • Assess whether the Devinfo system exists, is it functional (does the database contains updated data by multiple indicators, multiple year, multiple sectors and disaggregated data)
  • Assess the process of data collection, verification and data quality assurance and dissemination (in relation to Devinfo database),
  • Assess existing or potential options for the regional government to take DevInfo/alternative tools (different from DevInfo) forward
  • Assess the potential support that UNICEF will need to provide

    Qualifications
  • An advanced university degree (Master’s or higher) in Statistics
    or with Information systems and Database Management, Economics, or related social science field.
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five (5) years of relevant professional experience in the area of Monitoring and Evaluation (Specifically on child-focused socio-economic data collection, analysis, and dissemination;
  • Managing automated data systems; performing literature searches and report writing;
  • Provision of training; and working with national collaborators to implement programmes in these areas. Knowledge of Devinfo technology is a requirement).
  • Developing country work experience and/or familiarity with an emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
