How to Apply
Under the direction and guidance of the Chief of Field Operation, supports the effective management, development and coordination of UNICEF’s leadership of National Level Clusters, develops and supports strategies and activities aimed at enhancing UNICEF’s approach, performance and efficiency in leading clusters.
Engages with inter-agency fora and external partners to represent UNICEF’s overall approach to Cluster leadership, mobilizes resources and supports the development and implementation of the cluster approach.
Works closely with other sections in WASH, Nutrition, Education and Child Protection programmes to mobilize support and mainstreaming of activities.
The incumbent is expected to undertake 2 field visits per quarter and spend 15% of their time in Field locations.
Work with National Coordinators and other stakeholders to improve the coordination and development of UNICEF’s responsibilities in relation to the leadership of Clusters promoting coordinated and integrated approaches between Clusters Identifies common priorities, opportunities and bottlenecks in relation to the implementation and development of Cluster leadership.
Coordinates the development and implementation of effective management arrangements, integrated plans and strategies.
Develops and/or coordinates the development of Inter-cluster procedures, strategies, technical tools, training packages, methodologies for improving the development of Cluster leadership within UNICEF.
Ensures that the funding, budget, management, reporting are managed effectively with clear accountabilities identified.
Coordinates the development of harmonised resource mobilisation strategies for UNICEF-led Cluster work plans.
Supports and coordinates the development of proposals and other programme documentation and the preparation of progress reports.
Prepares proposals, reports and other programme documentation as required.
Develops, coordinates and promotes strategies and activities for the increased involvement and accountability of cluster partners in the leadership of UNICEF led Clusters.
Develops and/or coordinates the development of management and communication tools, updates and analysis to inform UNICEF and partners about the activities of UNICEF-led Clusters.
Represents and
coordinates joint UNICEF cluster activities at external and internal fora.
Communicates information on Cluster leadership and development.
Monitors the implementation and effectiveness of work plans and strategies of UNICEF-led clusters;
identifies lessons and innovative approaches, providing substantive updates to management making recommendations and supporting initiatives to improve approaches. Supports evaluations and lessons learned exercises as required and the implementation of agreed recommendations.
Qualifications
Education:
An advanced university degree in social sciences, humanities, public administration, or related area, from a recognised tertiary education institution.
Experience:
A minimum of 8 years of progressively responsible experience in international affairs, ideally with the United Nations system or NGOs.
Experience in humanitarian response/recovery, cluster approach preferred.
Language:
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
