    Responsibilities

  • Under the supervision of the WASH Manager, the consultant will to analyse and synthesis key challenges to strengthening of sector policies, strategies, and institutional arrangements for scaling up WASH services, particularly in the rural areas and identify areas of UNICEF support.

    Background
  • The Uganda water, sanitation and hygiene (WASH) sector has been implementing the sector wide approach (SWAp) since 2002 with the aim of having holistic national sector programme, led and owned by Government, and supported by all sector stakeholders.
  • It helps build the sector through policies and strategies, and enhances coherence between policy, spending and results at all levels.
  • It works towards sustaining partnership through a collaborative programme of work, facilitated by expenditure programmes, capacity building, and learning through joint performance monitoring.
  • It aims to bring all actors under one umbrella, each contributing to the common goals per the policy, their mandate, roles and responsibilities, improving coordination, accountability and knowledge management. A SWApreduces duplication, which lead to more cost-effective service delivery.
  • However, there is a critical need to align the sector regarding access to water and sanitationas a human right and water as an economic good and to support the achievement of the SDG for water and sanitation and the Vision 2040 targets.
  • During the last decade, substantial Development Partners support to the Water and Sanitation (WSS) sub-sector contributed to the development of a sound policy, strategic planning/budgeting, implementation and monitoring framework including the implementation of a series of sector reforms.
  • The necessary harmonized mechanisms for coordination, financial management, performance review, joint decision making and technical support are essentially in place and have been refined continuously, with gradual alignment to government systems to the extent possible.
  • Recently DANIDA decided to pull out its financial support to WASH sub sector from July 2018 onward that includes the technical support through the advisors and other donors might withdraw later.
  • It will have significant impact on rural water supply and sanitation (RWSS), as it is a key component of Joint Water and Environment Sub Sector Program to achieve sector’s targets in terms of access to safe water and sanitation, which are also key sector indicators in the NDP II and SDG targets.
  • To ensure sustainability of WASH infrastructures, especially functionality of water systems, the government established technical support units (TSUs) stationed at regional headquarters ( Total 10 units covering all districts in the country) to provide technical support to the devolved government for strengthening planning, budgeting, contracting , verification of water supply projects and post construction support.
  • There is a need to appraise as to how these units can further strengthen the sector planning, coordination and monitoring to enhance WASH sector performance at the district level and address critical gaps.
  • WASH program review provides an opportunity to undertake a comprehensive review of the progress towards achievement of the results outlined in the current Country Programme(CP).
  • The review will also inform the
    strategic choices that the country office needs to make for the next Country Programme (CP).
  • The review will involve consultation with a broad range of WASH sector partners, reviewing national strategies and progress towards national targets, governance and financing mechanisms and key sector partnerships.
  • This will inform the strategic choices for the remaining period of country program to position UNICEF to support and influence the directions of national WASH sector development.

    Key Tasks:
  • Identify capacity gaps within MoWE in the context of sector readiness to achieve SDGs related to WASH ( SDG 6.1 and 6.2).
  • This may also include analysis of annual sector performance reports for at least last 5 years.
  • Identify and analyse bottlenecks in funding disbursements/ absorption capacities, management and monitoring
  • Review the current coordination mechanisms within WASH sector at all levels and identify strengths, the gaps and opportunities
    Undertake analysis of existing Water supply sustainability mechanisms including O&M focusing on three typologies of sampled districts (best performing, average performing and low performing districts) and recommend actions.
  • Review Wash sector institutional structures at the national, regional and district levels including Regional Technical Support Units and identify key gaps/challenges and opportunities to strengthen planning, budgeting, and monitoring at the national and the district level in Wash sector
  • Review the roles of technical support units (TSUs); identify challenges and opportunities and recommend actions for this institution to be more effective
  • Map major Wash sector partners at the national level and the focus area of interventions and identify areas of collaboration with UNICEF
  • Provide explicit recommendations: for UNICEF and sector for improving WASH sector performance
  • Based on the findings and recommendations, develop terms of reference for UNICEF Wash technical person to support Wash institutional strengthening and capacity building in various line ministries responsible for Wash.

    Qualifications
  • Masters or higher-level degree(s) in a related technical or management discipline (Sanitary or Public health, civil / mechanical Engineering or other relevant degree with specialization in Water, Sanitation and Hygiene
  • At least 5 years of relevant working experience in the field of community-based infrastructures;
  • At least 8 years of experience in policy guidance, strategy formulation and capacity development field of WASH;
  • Experience of working with relevant stakeholders from the governmental and non-governmental institutions;
  • Excellent communication, leadership and interpersonal skills
  • Knowledge of English is mandatory.
    Computer literacy especially with Excel and database management is required.
