The UNICEF Programme of Cooperation with the Government of the Republic of Zambia (GRZ) is designed to address and mitigate the threat of poverty the country’s children face, while responding to the needs with interventions addressing the multiple causative factors.
How can you make a difference?
The main purpose of this consultancy is to development four policy briefs, targeted at:
The Department of Social Welfare at national, provincial and district level
Child Care Facilities
The Judiciary
The Civil Society Organisations
The objective of the assignment is to develop 4 policy briefs on the promotion of family-based alternative care for vulnerable children without parental care.
The policy briefs will be targeted at the identified audiences and key messages as follows;
Department of Social Welfare
District Social Welfare Officers to prioritise family-based alternative care before considering institutional care which should be a measure of last resort and for the shortest period.
Child Care Facilities
To remodel their approach; by prioritising caring for vulnerable children within their family environment and to taking in children as a measure of last resort for the shortest period. Childcare facilities can ensure that while seeking a permanent family-based care solution.
Judiciary: To expedite the granting of committal orders for children placed in formal care (foster care – including emergency foster care as well as institutional care.
Civil Society Organisations: to strengthen partnerships with the district social welfare office and promote sub-national level collaboration for service provision as well as referrals of vulnerable children and families to relevant services.

To qualify as an advocate for every child you will have
Qualifications
University Degree in Journalism,
Communication, Social Policy, Social work, Development studies or another related/relevant field.
At least 5 years professional experience with production of child protection materials including research and policy briefs for international organisations
Specialized knowledge
Excellent English language skills
Ability to prepare documents for print-ready status;
Experience of work in the child protection sector
Proven experience in working with international organizations on child protection related publications would be an added advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage).
Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors.
Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
