Responsibilities
Under the supervision of Health Specialist – Health Systems Strengthening and the guidance of Commissioner Planning, Financing & Policy of the Ministry of Health, the consultant will prepare a road map for the development of the health sector strategy detailing activities, timelines, stakeholders to be involved in the process.
Attend and, where relevant, facilitate meetings and retreats related to the development of health sector strategic plan.
Work in close consultation with the Commissioner Planning, Financing & Policy of the Ministry of Health and the HSDP III Multi-sectoral Technical Working Group and the National Planning Authority.
Background:
Government of Uganda has initiated the process of developing the third National Development Plan (NDP III).
A mid-term review was conducted on the NDP II and the results show that the country is ready for take-off and thus there is need to refocus the strategic direction in order to strengthen Uganda’s competitiveness for sustainable wealth creation, employment and inclusive growth and revert to the path for achieving middle income status.
The mid-term review revealed that development performance over the period presents a mixed picture with considerable progress registered; however, some challenges still remain. Lessons learnt include:
Development approach pursued - need to revisit the role of government in the development process of the country rather than focus on a liberalized economy, quasi market;
Public investment management system - need to strengthen alignment of planning, budgeting and implementation, readiness of project ideas;
Promotion of balanced and inclusive growth - need to gradually reorient investment in social sectors. Inclusiveness to be prioritised and industry will be key;
Sustainable wealth creation - climate change, environment protection (wetlands and forests), rain fed agriculture and need for appropriate technologies;
Human resources - minimum threshold of skills set in key sectors of the economy
Governance and service delivery - bringing government closer to people and service delivery standards, more engagement of non-state actors, local government capacity; and
Economic management - management of borrowing, resource mobilisation.
In view of the above lessons learned, the National Planning Authority (NPA) has proposed 19 national programmes that will provide the framework for implementation of NDP III.
These will be developed using the value chain approach and/or service delivery chain approach to ensure all interventions targeting the various stages of the value chain as well as the relevant stakeholders are identified.
Each Ministry is expected to develop a sector priority issues paper and the costed sector development plan under the overall framework provided by the National Planning Authority.
Key Tasks:
Health Sector Strategy planning process: Under the guidance of Commissioner Planning, Financing & Policy of the Ministry of Health prepare a road
map for the development of the health sector strategy detailing activities, timelines, stakeholders to be involved in the process.
Attend and, where relevant, facilitate meetings and retreats related to the development of health sector strategic plan.
Work in close consultation with the Commissioner Planning, Financing & Policy of the Ministry of Health and the HSDP III Multi-sectoral Technical Working Group and the National Planning Authority.
Health Sector Situation Analysis: Review relevant documentation, including but not limited to: NDP II, HSDP II, NDP II Midterm review report, HSDP II Midterm review report, Program review reports, NDP II monitoring and evaluation framework, annual targets and indicators and existing monitoring tools, Annual Health Sector Performance Reports, Universal Health Coverage Roadmap for Uganda, the NDP III guidance and draft Health Sector Priorities paper.
Based on the desk review and key informants interviews support the preparation of a synthesised situation analysis for health sector.
Assist MoH with the validation process for the sector situation analysis ensuring the participation of the MoH, Development Partners, Civil Society and consultants supporting the development of HSDP (M&E and Costing consultants).
Sector Priorities Paper Finalisation: Review and provide comments and inputs on the draft Health Sector Priorities paper and assist MoH with the validation of sector priorities in line with the agreed road-map and ensuring close alignment with NDP III processes.
Health Sector Development Plan: Based on advice of Commissioner Planning, Financing and Policy of the MoH, work with the MoH Heads of Departments and divisions to develop implementation proposals for identified projects in health sector.
Provide technical input into these proposals and support their finalisation.
Work collaboratively with the consultant developing the Monitoring and Evaluation Plan and the consultant costing the HSDP III to ensure timely inputs into both the costing and M&E plans.
In line with the mandate of the MoH as well as the proposed projects under the HSDP, ensure the alignment of the HSDP and NDP III goals.
Conduct a SWOT analysis for the institutional arrangements proposed for implementing the HSDP and suggest strategies for strengthening capacity.
Draft, validate and finalise the Health Sector Strategic Plan III.
Qualifications
Masters in Public Health, Strategic Planning, Public policy
Minimum of 10 years of experience in strategic planning in health sector, with evidence of similar assignments in the last 5 years
Experience in organizational and/or change management.
Demonstrated excellent interpersonal and professional skills in interacting with government and development partners.
A demonstrated understanding of health sector, political economy issues and development planning processes in Uganda.
Demonstrated experience in working with government partners and other stakeholders in public sector development programs.
English language fluency.
