Purpose

To ensure UNICEF Ethiopia is meeting its commitments to respond to the vulnerabilities of girls, boys, women and men to gender based violence using the IASC Guidelines for integrating gender based violence interventions in Humanitarian Action and Coordinate the implementation of the Secretary-General’s Bulletin on Special Measures for Protection from Sexual Abuse and Exploitation(ST/SGB/2003/13) for UNICEF Ethiopia.

Key duties & Accountability

  • Under the direct supervision of the Emergency Manager, the post-holder will ensure that UNICEF is meeting its commitments to respond to the vulnerabilities of girls, boys, women and men to GBV using the IASC Guidelines for integrating gender based violence interventions in Humanitarian Action: Reducing risk, promoting resilience and aiding recovery (2015) (IASC Guidelines 2015), and in line with the UNICEF Gender Action Plan 2018 2021, UNICEF's Core Commitments for Children in Humanitarian Action and the Call to Action on Protection from GBV in Emergencies Road Map 2016-2020.
  • The UNICEF Ethiopia Country Office has developed a GBV work plan and a GBV integration framework based on global documents.
  • The GBV specialist will spearhead the implementation of the GBV work plan and GBV integration framework with all UNICEF sections and UNICEF-supported clusters.
  • The GBV specialist will act as a national PSEA focal point and support the Country Representative, senior management and PSEA regional focal points in developing and implement a 12 month PSEA Action Plan for ECO (addressing the gaps identified in the PSEA Self-Audit) and including support for the roll-out of Community-Based Complaints Mechanisms in Ethiopia, in line with the Inter-Agency Standing Committee Inter-Agency PSEA-CBCM Best Practice Guide (2016).

    Main Responsibilities and Tasks

  • Work with Section Heads, Chief of Field Offices, Emergency Focal Points and key partners to provide technical support in the implementation of the UNICEF Ethiopia GBV integration framework and the action plan. Revise and update the GBV integration framework and action plan as needed.
  • Identify capacity gaps in implementing GBV integration within UNICEF and partners, including UNICEF led-clusters and sub-cluster. Develop and implement the capacity building plan to address the gaps.
  • Provide expert technical support to all sectors to implement interventions to address GBV (including prevention, mitigation of risks and response).  Based on a thorough review of quantitative and qualitative data, including secondary data sources.
  • Monitor the implementation of sector-specific interventions to reduce GBV risks and ensure gender responsive service delivery, starting with support to sectors in identifying and agreeing on measurable indicators. This will involve travel for field monitoring visits (estimated 25 per cent of time).
  • Actively seek and contribute to resource mobilization efforts to support the implementation of GBV interventions.
  • Regularly provide expert technical support and updates as an active member of the Protection Cluster and the Child Protection/GBV Sub-cluster on GBV, and actively contribute to inter-agency advocacy and action; especially direct technical support to the NDRMC.
  • Promote strong coordination and GBV preventative humanitarian action to the Inter-Cluster Coordination Mechanism, and other relevant humanitarian coordination fora.
  • Ensure strong coordination and common messaging with UNFPA as the GBV coordination lead agency in Ethiopia.
  • Support UNICEF-led cluster coordinators (Education, Nutrition and WASH) to integrate GBV interventions in line with the IASC GBV guidelines and the UNICEF GBV integration framework into cluster plans, response and the Humanitarian and Disaster Resilience Plan (HDRP).
  • Support the clusters to build capacity of GBV integration among cluster members. Support the PCA review committee to ensure GBV/PSEA integration into all PCAs.
  • Organize the multi-sectoral safety audit with all sectors.
  • Ensure GBV integration into key assessments and studies conducted by UNICEF Ethiopia Country Office and clusters.
  • Ensure that the GBV lens is reflected in the UNICEF Situation Analysis.
  • Lead training, brown bag and ‘drop-in support to UNICEF Emergency Focal Points and key partners on GBV humanitarian action; increasing the knowledge and skills of the UNICEF emergency response teams and key focal points in partner agencies.
  • Regularly collect, collate, monitor and disaggregate data, and provide detailed analysis of trends, patterns or potential threats to girls, boys, women and men. Information could be derived from qualitative research, anecdotal reports, humanitarian monitoring tools and service delivery statistics.
  • Contribute to the regular reporting on UNICEF's GBV response, verbally and in writing, as requested, in formal and informal settings and all reports in support of HAC.
  • Work with the Gender Specialist to implement GBV integration especially in development programmes.
  • Protection from Sexual Exploitation and Abuse (PSEA)
  • Act as a national PSEA focal point for UNICEF Ethiopia Country Office and assist the Country Representative in implementing the UNICEF Ethiopia PSEA work plan.
  • Enhance capacity of PSEA focal points in regional offices to lead PSEA activities in the regions and ensure that the job descriptions, terms of reference and/or performance appraisal plan of staff who are also Focal Points include their PSEA responsibilities.
  • Coordinate implementation of the UNICEF PSEA work plan with relevant sections and focal points and regularly update the County Management Team about the progress and challenges of the process.
  • Track all PSEA-related activities for UNICEF Ethiopia Country Office and ensure that all information on PSEA-related activities is shared with relevant people in UNICEF.
  • Provide awareness-raising sessions on PSEA for all staff and other personnel in the Organization/Agencies on a regular basis, including for newcomers.
  • Support the implementation and roll-out of the UN Protocol on Allegations of Sexual Exploitation and Abuse involving Implementing Partners once the tools are finalized.
  • Make appropriate recommendations to management on enhancing prevention strategies.
  • This could include collecting and analyzing information on actual/potential risk factors for vulnerability to sexual exploitation and abuse and elaborating measures to address them.
  • Work with human resources personnel to include PSEA content in staff inductions, including all contractors, consultants, temporary staff, volunteers and casual labour
    Keep management up dated on PSEA measures taken and plans for future action.

    To qualify as an advocate for every child you will have…

  • Advanced university degree in one of the following fields: health or social science, including public health, law, human rights, social policy, social work, or other fields related to the promotion of reproductive health, women's and children's rights and protection.
  • *A *first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Specialized training on gender in humanitarian action and GBV interventions in humanitarian action an asset.
  • A minimum of 8 years of progressive professional experience at the national and international level addressing gender, child protection, protection or GBV in humanitarian action.
  • Proven experience in GBV integration in non-GBV sectors in humanitarian settings and excellent knowledge on 2015 IASC guidelines integrating GBV interventions in humanitarian actions.
  • Sound knowledge on the latest development of PSEA and UN PSEA policies and inter-agencies work. Experience of working as PSEA focal point in UNICEF, other UN agencies or INGOs is an asset.
  • Proven experience in the development of integrated, SMART outcome documents, including strategic action plans, integrated plans of action.
    Experience in the preparation of research, analytical and advocacy reports.
    Skills in analyzing quantitative data sets an asset.
  • A minimum of insert years of relevant professional experience in Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
