Organizational ContextThis Resettlement Associate position is located at UNHCR Assosa Sub Office. Under Protection Officer’s supervision, the incumbent’s primary role is to assist in providing, in close coordination with concerned sections within UNHCR as well as external parties such as resettlement countries and IOM, a continuous support to resettlement operations by ensuring that resettlement polices are correctly implemented and operations are supported in establishing comprehensive protection and solutions strategies.
The Resettlement Associate takes part in assessing cases for resettlement and conducting interviews as well as completing case submissions.
The role of the Resettlement Associate may involve managerial responsibilities in supervising, coaching and training junior staff, and assisting in implementing organisational objectives and priorities.
Responsibility
Assess/interview resettlement cases and prepare individual submissions (18 to 20 RRFs per month) for presentation to resettlement countries;
Prepare Protection Referral Forms (PRFs) or complete Bio-data Verification Checklist in accordance with relevant SOPs with the target of 16 cases per week; the output of RRF and PRF produced shall be calculated proportionally if both the tasks are carried out at the same time;
Conduct protection interviews to identify cases for possible referral to resettlement in five refugee camps in Assosa operation;
Verify all the exiting registration data, identify bio-data issues which needs change and ensure timely updates in to the UNHCR proGres database, in line with relevant SOP;
Prepare and submit physical file along with the PRF and other relevant documents to the Protection Officer or Associate Protection Officer review for possible resettlement consideration;
Update resettlement/ protection events in to the UNHCR proGres database, in line with relevant SOP;
Provide counselling and advice to refugees concerning criteria, prospect and problem in connection with resettlement process;
Provide technical support to Protection staff, field offices and implementing partners on cases identification;
Follow up on status of cases from submission to departure; ensure effective in-country communication on the status and follow-up on persons of concern being considered for resettlement; ensure that records on individual cases are kept up-to-date.
Coordinate travel and departure arrangements for refugees accepted for resettlement.
Organize logistical support for governments undertaking resettlement missions.
Maintain accurate resettlement statistics as well as up-to-date records on individual cases; assist in the preparation of reports.
If need arises, act as the resettlement focal point (OIC) for the Assosa operation responsible for maintaining and reporting to the office’s resettlement activities, under the direct supervision and in close co-ordination with the Protection Officer.
Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement process.
Assist in mitigating resettlement fraud.
Undertake regular field missions as required to fulfil the functions.
Job Requirements
Education:
Completion of secondary education with certificate/training in International Law, International Relations or related fields required.
Job Experience:
6 years of job experience relevant to the functions.
Fluency in English and working knowledge of another relevant UN language or local language.
Desirable Qualifications & Competencies
Good computer skills.
Good knowledge of UNHCR Resettlement policies and operational applications in different resettlement countries and situations.
Completion of UNHCR specific learning/training activities (e.g., PLP and RSD/Resettlement Learning Programme, resettlement anti-fraud workshop).
Knowledge of South Sudanese, Congolese and Sudanese languages will be considered as a strong asset for the position
