Operational ContextUNHCR Project Control Unit in the Branch Office Nairobi provides support for oversight of UNHCR funded projects implemented by 12 Implementing Partners in addition to activities implemented directly by UNHCR.
The Branch office also provides country level oversight and support on compliance requirements to Kakuma and Dadaab field offices in order to ensure that projects are implemented in line with project specifications, within the stipulated time and in a cost-effective manner.
Under the supervision of the Project Control Officer, the incumbent of the position will have frequent contact with UNHCR and Implementing partner colleagues and should have the capacity to interact with respect and provide requested information to partners and UNHCR team members in a professional manner.
S/he will provide to colleagues in the field technical support to ensure compliance with relevant programme, finance and procurement rules and policies. S/he will use corporate tools (MSRP, FOCUS) to generate data and information to inform planning, implementation status and reporting.
Proven skills in coaching and delivering training on technical aspects of financial project management, monitoring, budgeting and management partnership agreements would be an asset.
The incumbent of the position should have strong technical capacity and experience in his/her field of expertise.
S/he should be a strong team player, have strong service-orientation and flexibility and proactivity to report any arising situations and challenges.
The incumbent should be ready to undertake field
missions as required to support UNHCR Kenya field offices in Dadaab and Kakuma.

Accountability
Supervisors are promptly informed of risks and major variances in the execution of projects (budgets, finance, implementation or timeframe).
Responsibility
Assist with monitoring that IP agreements are established for each project.
Prepare reports on project expenditures levels and patterns in relation to the Country Operations Plan and project agreements and implementation rates to track project progress.
Assist with the verification of the financial status of projects by researching files, calculating costs and anticipating expenditures, so that the balance available under each project can be easily monitored.
Perform other duties as required.
Authority
Escalate IP issues to supervisors.
Support the recommendation of acceptance or non-acceptance of IPRs and payment of installments.
Contact implementing partners for project related matters.
Have unlimited access to financial and operational records relating to projects.
